Zelensky Forms High-Level Delegation for US and Russian Federation Negotiations

A Ukrainian delegation has been formally established by President Vladimir Zelensky to engage in negotiations with the United States, other international partners, and representatives from the Russian Federation. The move signals a renewed push for diplomatic solutions amidst ongoing geopolitical tensions.

President Zelensky signed a decree outlining the formation of the delegation, with the intention of facilitating discussions on critical issues impacting Ukraine’s future. The delegation’s creation underscores Ukraine’s commitment to exploring all available avenues for a peaceful resolution, even as conflict continues.

Delegation Leadership and Composition

Leading the delegation will be Andriy Yermak, Head of the Office of the President (OP). This appointment highlights the importance Zelensky places on direct involvement from his closest advisors in the negotiation process.

The delegation boasts a comprehensive roster of key figures from Ukraine’s security and foreign affairs apparatus, including:

  • Rustem Umerov, Secretary of the National Security and Defense Council (NSDC)
  • Yevgeny Ostryansky, Deputy Secretary of the NSDC
  • Kirill Budanov, Chief of the Main Intelligence Directorate
  • Andrey Gnatov, Chief of the General Staff
  • Oleg Ivashchenko, Head of the Foreign Intelligence Service
  • Sergei Kislitsa, First Deputy Minister of Foreign Affairs
  • Alexander Poklad, Deputy Head of the Security Service of Ukraine (SBU)
  • Alexander Bevz, Advisor to Andriy Yermak

Zelensky has reserved the right to modify the delegation’s composition as needed, and has directed the Cabinet of Ministers to provide full financial support for their activities.

Initial Talks Planned in Switzerland

According to statements released following the decree, initial negotiations with the American side are scheduled to take place in Switzerland. NSDC Secretary Umerov indicated that these talks would commence “recently,” suggesting an imminent start to the diplomatic process.

The specific agenda for these negotiations remains undisclosed, but it is widely anticipated that discussions will center on security guarantees, economic assistance, and potential pathways toward a lasting peace agreement.

The formation of this delegation and the planned talks represent a significant development in Ukraine’s ongoing efforts to secure international support and navigate the complex geopolitical landscape. The outcome of these negotiations could have profound implications for the future of Ukraine and the broader region.
