Macron Seeks China’s influence on Ukraine as Bilateral Ties Deepen
France is bolstering its strategic partnership with China, seeking Beijing’s cooperation on critical global issues-most notably, the war in Ukraine-even as economic ties raise concerns about potential fractures within the European Union. the deepening relationship was on full display Thursday as French President Emmanuel Macron concluded meetings with Chinese counterpart Xi Jinping during a three-day state visit focused on trade and diplomacy.
Why did Macron visit China? Macron sought to leverage China’s influence to pressure Russia toward a ceasefire in Ukraine and strengthen bilateral economic ties. He aimed to secure cooperation on global issues amid a shifting international order.
Macron is actively attempting to enlist China’s support in pressuring Russia toward a ceasefire in Ukraine, following recent diplomatic efforts centered around a US-led peace proposal. “We are facing the risk of the disintegration of the international order that brought peace to the world for decades, and in this context, the dialogue between China and France is even more essential than ever,” Macron stated. he specifically urged China to support “at the very least a ceasefire in the form of a moratorium on strikes targeting critical infrastructure.”
Who was involved? The key players were French President Emmanuel Macron and Chinese President Xi Jinping, representing their respective nations. The conflict in Ukraine and the broader international community are also central to the situation.
Though, Xi Jinping did not directly respond to France’s call for pressure on Russia. He affirmed that “China supports all efforts that work towards peace” and advocated for a peace agreement acceptable to all parties involved. China has consistently provided diplomatic backing to russia since its 2022 invasion of Ukraine, alongside significant economic support through increased trade.
Beyond Ukraine, Xi announced a $100 million (€85 million) contribution to address the ongoing humanitarian crisis in Gaza, signaling a broader commitment to international aid. He also emphasized the importance of mutual trust and “independence” in the relationship between France and China. “No matter how the external surroundings changes, both sides as major powers should always demonstrate independence and strategic vision,” Xi said, adding that both nations should “firmly stand on the right side of history.”
What agreements were reached? Twelve agreements were signed covering aerospace, aeronautics, nuclear energy, green industries, AI, panda conservation, and academic exchanges. However, a direct commitment from China regarding Ukraine was not secured.
Economic Cooperation and EU Concerns
The two leaders oversaw the signing of 12 agreements spanning various sectors, including aerospace, aeronautics, nuclear energy, green industries, and artificial intelligence.Cooperation will also extend to panda conservation and academic exchanges. These agreements, however, have sparked concerns that China is attempting to strengthen bilateral ties with individual European nations-like France-at the expense of a unified EU approach.
“China seeks to drive a wedge into this EU approach by making deals bilaterally with individual EU members,” explained Lyle Morris, a senior fellow on Foreign Policy and national Security at the Asia Society.
The economic imbalance between China and the EU is substantial. Last year, the EU recorded a trade deficit with China exceeding €300 billion, with China accounting for 46% of France’s total trade deficit. This disparity is occurring against a backdrop of ongoing trade disputes. Recent years have seen the EU investigate Chinese electric vehicle subsidies, prompting retaliatory investigations by china into European brandy, pork, and dairy products. France did secure an exemption for most cognac producers in July.
Despite these disputes, China is signaling a desire for increased business, citing its own economic challenges. “China’s open door will only open wider,” Xi declared, outlining plans to “expand market access” and facilitate investment. He also called
