Latvia to Sever Ties with Russian Railway System Amid Security Concerns

Latvia is poised to eliminate its reliance on a Russian-made railway management system,a move hailed as a notable step toward bolstering national security and aligning with European partners.
For years, Latvian Railways (LDz) operated with a critical vulnerability: its dependence on the Automated Operational Transport Management System (APOVS), a system developed in Russia and deeply integrated with the Russian railway network.This reliance, persisting even after the 2022 invasion of Ukraine, allowed for visibility of cargo movements on both sides of the border, raising ample security concerns. Now, LDz plans to fully decommission APOVS within the first months of next year, replacing it with solutions – OPVS, KPS, and VAIS – manufactured in the European Union, the European Economic Area, or NATO member states. These new systems will be integrated with those already in use by Estonian Railways and Lithuanian Railways, fostering greater regional cooperation and security.
A Paradox of Proximity
The continued use of APOVS presented a unique paradox for Latvia, a nation strategically positioned between NATO allies and Russia. As one industry expert explained, “APOVS is a system in open-use mode in which all cargo transport movements are visible.” The system, utilized on the 1,520 mm rail gauge, was essential for operations with third countries, providing crucial accounting data for rolling stock. However, this very openness came at a cost.
The ability to monitor cargo movements within Latvia – and in Russia – thru APOVS created a clear security risk. The system’s origins, maintenance, and control remained firmly within the territory of a state now widely considered an aggressor. This integration meant Latvia was, until recently, fully embedded within a system possibly vulnerable to exploitation or disruption.
Managing the Risks,Planning for Independence
LDz acknowledged the inherent risks associated with APOVS but maintained that measures were in place to mitigate them. According to a company release, LDz has been actively working for several years to achieve independence from IT systems originating in the Commonwealth of Autonomous States (CIS), which historically underpinned the entire 1,520 mm railway network.
“We emphasize that the APOVS system is related solely to data exchange about cargo; it does not allow control or influence over train movements,” a communications project manager stated. “It is indeed also crucial that data exchange in this system does not take place for strategically critically important transports (including military transports).” The system’s primary function, LDz clarified, was to facilitate efficient documentation of cargo and train compositions during border handover processes.
Despite these assurances, the decision to replace APOVS underscores the growing urgency to sever ties with russian technology and infrastructure.
