West Virginia Secures $199 Million to Transform Rural Healthcare Access
West Virginia has been awarded $199 million in federal funding through the Rural Health Transformation Fund, a significant investment aimed at modernizing healthcare delivery and improving outcomes for families and communities across the state. The award, nearly double the guaranteed minimum for the initial year, positions West Virginia to lead the way in addressing critical healthcare challenges in rural areas.
A Transformative Investment for 2026
governor Patrick morrisey announced the funding, which will be deployed throughout 2026, calling it a “transformative foundation” for improving health outcomes and expanding access to care. Nationally, states are receiving between $145 million and $281 million from the fund this year, highlighting the significant nature of West virginia’s allocation.
“The $199 million investment for 2026 provides a transformative foundation to improve health outcomes, expand access to care, and strengthen families and communities throughout West Virginia,” Morrisey stated.”This award positions our state to deliver better care closer to home and build a healthier future for generations to come. it is also the highest per capita award of any state that West Virginia touches.”
Addressing key Challenges in Rural healthcare
The funding will be strategically allocated to address several key obstacles to quality healthcare in West Virginia’s rural communities. the state’s framework, developed with a focus on statewide impact, will prioritize solutions for:
- The significant distance between patients and healthcare providers.
- The persistent lack of access to rural healthcare providers.
- Providing essential resources to support rural healthcare providers.
- Connecting West Virginians to the workforce as their health improves.
- Preventing adverse health outcomes through proactive lifestyle changes.
The “One Big Stunning Bill Act” and the Rural Health Transformation Program
The funding originates from the Rural Health Transformation Program, established under the “One Big Beautiful bill Act.” This program allocates $50 billion over five years to all 50 states, specifically to bolster rural healthcare systems. the program’s creation stemmed from concerns that adjustments to Medicaid under the same legislation could negatively impact already vulnerable rural healthcare infrastructure. The Centers for Medicare & Medicaid Services is administering the program.
The allocation process involves a competitive application review, with funding distributed based on the quality of state-proposed strategies, the state’s rural character, and other relevant policies. A portion of the $50 billion – $25 billion – will be evenly divided among the states, while the remaining funds are awarded based on the competitive application process.
West virginia Outperforms Neighboring States
According to the morrisey administration, West Virginia’s $199 million award surpasses the funding amounts allocated to neighboring states, including Maryland, virginia, and Pennsylvania. Moreover, the state’s per capita award is the highest among states with which it shares a border.
The administration plans to deploy the funds to enhance access to care, support healthcare workforce recruitment and retention, expand telehealth services, and strengthen rural health systems across the state.

Dr. Arvin Singh, secretary of health for the State of West Virginia, emphasized the long-term nature of this investment. “This investment is a long-term commitment to building modern healthcare systems that work for rural communities and support economic growth across West Virginia,” he said.
Key initiatives,such as the “mountain Health Challenge,” which promotes physical activity and advocates for the removal of harmful dyes from food,demonstrate the state’s proactive approach to preventative care. This funding represents a significant step toward building a healthier and more prosperous future for West Virginia’s rural communities.
