TERNATE, February 13, 2026 – Civil servants in Ternate City, Indonesia, will be working shorter weeks during the upcoming month of Ramadan, a move designed to allow Muslim employees to fully focus on fasting and religious observances. The adjusted schedule, outlined in a letter dated February 13, 2026, impacts all ASN (PNS and PPPK) personnel.
Ramadan Work Schedule Adjustments Announced
A new schedule aims to balance public service with religious observance during the holy month.
- Working hours will be reduced to 32.5 hours per week.
- Monday through Thursday will see a schedule of 8:00 AM to 3:00 PM WIT with a 30-minute break.
- Friday’s schedule is 8:00 AM to 3:30 PM WIT, also with a 30-minute break.
- The changes are based on Presidential Regulation Number 21 of 2023.
The Ternate City Government issued the directive, number 000.8/2/2026, based on Presidential Regulation of the Republic of Indonesia Number 21 of 2023 concerning Working Days and Working Hours of Government Agencies and State Civil Service Employees. The goal is to improve the quality of fasting for State Civil Service Employees (PNS, Full Time PPPK, Part Time PPPK) who are Muslim within the Ternate City Government.
What are the new working hours for Ternate City Government employees during Ramadan? From Monday to Thursday, employees will work from 8:00 AM to 3:00 PM WIT, with a rest period from 12:30 PM to 1:00 PM WIT. On Fridays, the schedule extends to 3:30 PM WIT, with a break from 12:00 PM to 1:00 PM WIT.
Dr. Rizal Marsaoly, the Regional Secretary of Ternate City, confirmed his electronic signature on the letter detailing the adjusted working hours for ASN employees during the fasting month. He stated the letter was addressed to Assistant Regional Secretaries, Mayor’s Expert Staff, Regional Apparatus Leaders, Subdistrict Heads and Village Heads throughout Ternate City.
The Regional Secretary also emphasized that while the general schedule is set, working hours, entry times, and rest periods within each OPD (Regional Apparatus) may vary. This flexibility is intended to accommodate the specific tasks and functions of each department, particularly those providing direct services to the community.
“This Circular was issued to be known and brought to the attention of all levels of ASN employees including PNS and PPPK within the Ternate City Government with full responsibility,” emphasized the Regional Secretary.
Following the conclusion of Ramadan 1447 Hijriah/2026 AD, the working hours schedule will revert to its normal configuration. The Regional Secretary, on behalf of the Mayor and Deputy Mayor, extended wishes for a blessed Ramadan 1447 Hijriyah to all Muslims in Ternate City.
