Iowa dairy farmers and processors have a new opportunity to invest in the future of their operations. Applications are now open for the third round of the Choose Iowa Dairy Innovation Grant program, offering financial assistance for projects focused on increasing on-farm processing and adopting labor-saving technologies. The program, which began in 2022, aims to bolster the state’s dairy industry and provide consumers with greater access to locally produced dairy products.
The grants provide matching funds of up to $100,000 per applicant, requiring recipients to contribute an equal amount from private sources. This cost-share approach is designed to maximize the impact of the funding and encourage significant investment from Iowa dairy businesses. The Iowa Department of Agriculture and Land Stewardship administers the program through the Choose Iowa Program. Since its inception, the initiative has already spurred considerable investment, with 35 projects receiving funding and leveraging a total of more than $6.3 million in combined investments, according to program officials.
Expanding Opportunities for Iowa Dairy
The Choose Iowa Dairy Innovation Grant program reflects a broader effort to strengthen Iowa’s agricultural sector and support value-added agriculture. Value-added agriculture refers to transforming raw agricultural products into something more valuable, such as processing milk into cheese or yogurt. This not only increases profitability for farmers but likewise creates new market opportunities and jobs within the state. The program specifically targets two key areas: on-farm dairy processing and the implementation of technologies that reduce labor costs.
Iowa Secretary of Agriculture Mike Naig emphasized the importance of the program, stating, “By supporting Iowa dairy farms with innovative technologies that enhance production and processing, we are increasing the availability of locally produced dairy products for Iowa consumers.” He added that the program is about “connecting consumers with Iowa-grown, raised, and made products,” ultimately leading to expanded markets, consumer choice, and economic growth in rural communities.
Eligibility and Application Details
To be eligible for a Choose Iowa Dairy Innovation Grant, applicants must meet several criteria. They can be an individual, business, agricultural cooperative, non-profit organization, or local government currently residing or conducting business in Iowa. Applicants must also be in excellent standing with the state and not be currently in bankruptcy. Businesses must be permitted by the Iowa Department of Agriculture and Land Stewardship, or actively working to obtain the necessary permits. A crucial requirement is a clean regulatory record; applicants cannot have been subject to enforcement actions related to environmental, worker safety, food processing, or food safety laws within the past five years.
The program prioritizes smaller operations, with eligibility limited to those employing fewer than 50 people. Applicants must also provide a one-to-one financial match – meaning for every dollar received in grant funding, they must contribute at least one dollar from other sources, such as cash or financing. The Choose Iowa website clarifies that in-kind contributions are not accepted as part of the matching requirement.
Funding Availability and Past Impact
For this third round of funding, a total of $500,000 is available. In the program’s first year, demand significantly exceeded available funds, with applications totaling over $2.6 million from 50 applicants, more than three times the initial funding. Twenty grants were ultimately awarded, leveraging a total investment of more than $2.2 million. This high level of interest underscores the need for innovation within the Iowa dairy industry and the potential impact of the program.
Grant funds are disbursed as a reimbursement after the completion of the approved project. Projects cannot begin before a grant is awarded, and must be completed within 12 months of the grant agreement being finalized. Purchases made prior to the agreement’s signature are not eligible for reimbursement, ensuring that funds are used for projects initiated after receiving program support.
The Iowa State Dairy Association (ISDA) is actively encouraging Iowa dairy farmers to explore the grant opportunity, recognizing its potential to support innovation and growth within the industry. The program’s focus on both processing and labor-saving technologies reflects the diverse challenges and opportunities facing Iowa dairy farms today.
Interested applicants can find detailed information and the online application form on the Choose Iowa website. The application deadline is noon on April 17. This program represents a significant investment in the future of Iowa’s dairy industry, offering a pathway for farmers and processors to enhance their operations and meet the growing demand for locally sourced dairy products.
The next step for potential applicants is to carefully review the eligibility requirements and prepare a detailed project proposal outlining how the grant funds will be used to improve their operations. The Iowa Department of Agriculture and Land Stewardship will review applications and announce award recipients in the coming months.
