It’s time. After a meeting of the Football Association and the budget control, the Football Association decided to include League A in the control reports starting next season. Meaning: First league teams like Ashdod will be subject to budgetary control like the Premier League and the National League
This week, the budget control outline in the first division was finally approved, however, in light of requests from the football teams as well as the chairman of the A-3 committee, the budget control authority was asked, at the request of the association’s director general, to submit a control plan to the first division teams.
The plan submitted by the control, offers three main stages, with the third and final stage implementing budget control similar to the professional leagues.
The purpose of the control and supervision of League A teams in the first phase, is to implement advanced financial procedures and improve the level of conduct in this league, while preparing the teams that emerge at the end of each season into the National League.
Also, at this stage the main goal will be locating and preventing the employment of coaches or players illegally, without reporting, and in the following stages maintaining and supervising budget balance, locating and preventing financial difficulties and improving the financial situation of the teams if necessary.
After examining the plan and the discussion held on the matter in Committee A-C, it was proposed that in the upcoming game season (2022/23) as well as in the next game season (2023/24) the first phase will take effect, which stipulates that the requirements of control from the teams will be: And the application of the obligation of proper management approval for teams that do not have a valid approval starting from the upcoming game season, as a condition for participation in League A games.
At the same time, the teams will have to submit a report form for the salaries of all the players, coaches and professional staff.
The report will include: name, social security number, date of commencement of contract, date of termination of contract, monthly salary, premiums, additions and total salary expected for the season.
At the end of the season, the clubs will submit a player salary report form that will include an additional column of actual salary cost per season according to a cost report, transfer of a salary cost report and submission of a season financial report, with the first report having to reach the Football Association as early as 22 This coming July.
And what about the control that will be carried out? There will be a comparison of the list of players received against the list of players actually participating in the games in order to find out whether players are participating without a contract or employed without reporting. The balance of liabilities in respect of the employees in the financial report and the assessment of the level of wages / number of salaries that have not yet been paid, and the financial reports will be examined and analyzed.
