MASINDI, Uganda – Inadequate lighting at the Police National Training School Kabalye, Uganda’s largest police training facility, has long presented challenges to effective training and security. Now, a UGX 100 million investment from Stanbic Bank Uganda is aiming to illuminate a path forward, quite literally, with the installation of a new solar-powered lighting system. The project addresses a critical require for improved visibility on the expansive campus, impacting thousands of recruits and staff.
The lack of sufficient lighting has historically constrained evening training sessions and created security vulnerabilities, particularly after dark. This intervention, officials say, is a significant step towards creating a safer and more conducive learning environment for future law enforcement officers. The initiative underscores a growing trend of leveraging sustainable energy solutions to address infrastructure gaps in Uganda’s public sector.
Boosting Security and Training Through Sustainable Power
The newly installed solar lighting system comprises over 30 units, strategically placed across the Kabalye training school grounds. According to Stanbic Bank officials, the system is designed to significantly enhance visibility, enabling safer movement for trainees and staff, extending training hours and improving the effectiveness of nighttime operations. The school, established in 2005, plays a vital role in modernizing the Uganda Police Force by expanding training capacity and promoting professional standards. Mumba Kenneth Kalifungwa, Chief Executive of Stanbic Bank Uganda, emphasized the bank’s commitment to supporting critical national institutions. “This initiative reflects our continued commitment to supporting key national institutions that underpin Uganda’s stability and economic growth,” Kalifungwa said during the handover ceremony. “Reliable lighting is essential to ensuring a safe and conducive training environment, particularly for a facility of this scale.”
A 35-Year Commitment to Uganda’s Growth
This investment in the Kabalye training school is part of Stanbic Bank’s broader celebration of 35 years of operation in Uganda. As a member of the Standard Bank Group, the bank is actively aligning its operations with Uganda’s development goals through its “Positive Impact Agenda.” This agenda focuses on five key pillars: financial inclusion, job creation, infrastructure development, climate resilience, and corporate philanthropy.
Kalifungwa further announced that Stanbic Bank has earmarked UGX 1 trillion (approximately $267 million USD as of November 2, 2023, based on current exchange rates XE.com) to drive socioeconomic transformation, with a particular focus on empowering women, youth, and farmers. This commitment demonstrates a long-term vision for sustainable development within the country.
Police Leadership Welcomes the Support
Dr. Kamya John, Senior Commissioner of Police, representing the Inspector General of Police Abas Byakagaba, expressed gratitude for Stanbic Bank’s contribution. “This support will significantly improve the welfare and training environment of our officers, while strengthening security within the school, especially during night hours,” Dr. Kamya stated. He highlighted the importance of such collaborations in building a more professional and responsive police force.
The Inspector General of Police, Abas Byakagaba, echoed this sentiment, emphasizing that collaborations of this nature are “critical in our efforts to build a more professional and responsive police force.”
Expanding Solar Infrastructure at Kabalye
The current project is not a standalone initiative but rather a component of a larger plan by the Uganda Police Force to expand solar lighting infrastructure across the entire Kabalye training school. The long-term goal is to install over 200 solar units, creating a fully illuminated and secure training environment. This phased approach reflects a commitment to sustainable and cost-effective solutions for improving facilities.
The move towards solar energy also aligns with Uganda’s broader efforts to increase renewable energy adoption. The country has set ambitious targets for expanding its renewable energy capacity, recognizing the benefits of clean energy for both economic development and environmental sustainability.
The Police National Training School Kabalye, since its establishment in 2005, has been instrumental in addressing the evolving needs of the Uganda Police Force.
