A “safe house for Italian data”: this is the identikit of the Italian cloud, the one that the public administrations will use, which comes from the Minister for Innovation and Digital Transition Vittorio Colao presenting the Cloud Italia strategy. Citizens, he explains, “must be able to trust the public administration and on the other hand all administrations must be able to provide services to users quickly and at reasonable costs”.

“It is a beginning of equity and serenity in Italy”, comments the minister who uses the metaphor of the common home to explain who will build the Italian cloud, that is the national strategic pole, which will be publicly controlled without renouncing the contribution of private individuals. “There is a little space for everyone, there is a large European wall (because non-European countries are not allowed to build it), then there is a garden, then there is a house with several rooms of which some with thick walls like a safe and others normal, “he explained. Thus “many will find a way to contribute to this design, Italians and non-Italians, but Italy takes control of the rules of conduct in the garden and outside the home”.

There is no shortage of resources to build the building that will hold citizens’ data: for digitization, the total allocation in the NRP amounts to 6.7 billion while the part for the NPP and the aid for the migration of public administrations is about 1, 9 billion The migration of the public administration to the Cloud will have to be completed by 2025 “through a uniform process for all administrations”, which will have to start the migration process from the end of 2022.

The Cloud Italy Strategy will be divided into successive phases starting with the publication of the call for tenders for the creation of the National Strategic Pole: “at the latest” by the end of 2021 the call for tenders for the realization of the Psn will be published. And always “at the latest by the end of 2022 the award of the call for tenders will have to take place”.

The one for the national strategic hub, however, “is not a classic race but a partnership proposal that we expect to reach us from public and private sectors” in a very short time “within days”. And also for public subjects what matters is “who has the skills to do it” the minister replies and asks him if he has news of the consortium which, according to rumors, would see the CDP (participated by the Mef) among the public subjects. In short, on the PSN “there are no preferential routes”.
