The ministry ruled the agreement invalid after finding the previous leadership lacked legal jurisdiction for the award.
Challenging the M6 Concession Contract
The dispute centers on a stretch of the M6-os autópálya between Dunaújváros and Érditető, whose current operating contract expires in October 2026. According to documentation presented by Vitézy, previous construction and transport minister Lázár János faced a decision in February 2025 regarding an optional concessionaire that could have provided cheaper operations.
Internal staff initially recommended using that lower-cost option, but Lázár rejected the advice. Instead, the former minister approved an 11-year extension for MKIF Magyar Koncessziós Infrastruktúra Fejlesztő Zrt., an entity linked to billionaires Mészáros Lőrinc and Szijj László. The broader national highway concession, carrying a total value of 24 000 milliárd forint, is held by these same private interests under a 35-year framework.
Ministry Investigation Uncovers Jurisdictional Overreach
The current ministry reviewed the transaction and found that Lázár’s administration acted without proper legal jurisdiction when awarding the work. Concession matters officially belonged under the portfolio of the Ministry of National Economy, led by Nagy Márton. Consequently, the new leadership deemed the signed contract invalid and legally incapable of generating binding effects.
Financial analysis conducted by the ministry revealed a substantial cost discrepancy in the awarded terms. The MKIF contract would cost 149 milliárd forint, which officials calculated as roughly 100 milliárd forint more expensive than having the state-run Magyar Közút or the previous operator handle the maintenance. Internal proposals matching the same technical scope for 51-51 milliárd forint were previously rejected under Lázár’s direct orders, and the new government reported finding no competitive bids or calculations supporting the chosen deal.
Next Steps and Alternative Bidding
Following the invalidation of the MKIF agreement, the ministry decided against entrusting the infrastructure firm with the route. Officials announced plans to solicit new competitive bids from Magyar Közút and M6 Duna Zrt. ahead of the October operating transition.
