Meanwhile, Kitui Senator Enoch Wambua has intensified grassroots mobilization, predicting a presidential victory for Musyoka and outlining a strategy to expand the party’s national and international political footprint.
Proposed Inquiry Into Government Graft
As the 2027 election cycle approaches, Kalonzo Musyoka has articulated a platform centered on accountability, specifically targeting the current administration’s management of public funds. During recent remarks, the Wiper Party leader vowed that an inquiry would be a priority for his potential administration to address allegations of corruption involving President William Ruto and members of his government.

We can even form a commission of inquiry to establish whether things are in excess, so that even William Ruto will not be seen to be victimised. The next thing to do is to go out there and have a public inquiry and a commission because Kenyans demand transparency from their leaders.”

Musyoka emphasized that while any such probe would be thorough, it would adhere to the presumption of innocence. He also signaled a major review of the Social Health Authority (SHA), citing concerns over the transition from the former National Hospital Insurance Fund (NHIF). Musyoka claimed that Sh104 billion linked to the SHA had been lost through theft, a figure he described as requiring immediate attention.
Wiper Party Mobilization and Leadership Outlook
While Musyoka focuses on national policy, his allies are working to solidify the party’s base. Kitui Senator Enoch Wambua, speaking at the opening of a Wiper office in Tseikuru, Mwingi North, framed the upcoming election as a definitive opportunity for the region and the country. Wambua expressed confidence in Musyoka’s path to the presidency, simultaneously sharing his own ambition to serve as the governor of Kitui.

Wambua encouraged party members to recruit more members to strengthen the party’s national and international support base. He noted that the party is actively developing strategies to challenge the dominance of the United Democratic Alliance and the Orange Democratic Movement in regions such as the Rift Valley and Western Kenya through sustained mobilization and the establishment of new offices.
Devolution and Economic Policy Shifts
Musyoka’s campaign platform includes a significant restructuring of fiscal allocations between national and county governments. He proposed increasing the share of devolved funds from 15 per cent to 35 per cent, arguing that this move would empower local governance. He also criticized the current administration for what he characterized as the encroachment on devolved functions, specifically regarding housing and market development.
According to the Wiper leader’s remarks, existing housing units developed with public funds would be transferred to county administrations under his leadership. Furthermore, Musyoka defended his People’s Budget
proposal, which aims to increase education spending by Sh69 billion while simultaneously reducing overall government expenditure by Sh500 billion. He suggested that these financial goals could be met by recovering stolen public funds and utilizing Kenya’s mineral wealth to address external debt obligations.
Electoral Integrity and Next Steps
As the political climate heats up, Musyoka has raised concerns regarding the preparedness of the Independent Electoral and Boundaries Commission (IEBC) for the 2027 polls. He explicitly rejected any suggestion that the elections might be postponed and called for an urgent stakeholders’ meeting involving religious leaders, civil society, and political parties to ensure the process remains transparent.
The party has already seen shifts in its ranks, with notable figures such as former Cabinet Secretary Aisha Jumwa joining the fold. Jumwa has announced her intent to seek the Kilifi gubernatorial seat on a Wiper ticket, pledging to campaign against President Ruto in the region. With the 2027 election looming, the party’s next phase involves targeted tours of counties and a push to increase its membership in the diaspora to bolster its electoral prospects.
