The water level at Lake Powell, the United States’ second-largest reservoir, has dropped to historic lows, heightening concerns about the ongoing crisis in the Colorado River system. The alarming milestone comes as the river system faces persistent overuse, rising temperatures, and a record-dry winter that have severely depleted both Lake Powell and Lake Mead, according to Abcnews.
Lake Powell Hits Historic Lows Amid Colorado River Crisis
Lake Powell’s elevation dropped to 3,519.91 feet above sea level, dipping slightly below a previous record set in April 2023, according to data from the U.S. Bureau of Reclamation. The reservoir currently sits at 23% capacity, holding just 5 million acre-feet of water compared to its full capacity of more than 23 million acre-feet, as reported by Earthsky.
The plummeting water levels pose a major threat to the Colorado River Basin, a critical resource providing municipal water to more than 40 million people across seven U.S. states—California, Arizona, Nevada, New Mexico, Utah, Wyoming, and Colorado—while irrigating over 5 million acres of farmland and generating enough electricity to power roughly 700,000 homes, according to Eciks.
Threats to Hydropower and Critical Infrastructure
The shrinking reservoir has pushed Lake Powell closer to critical thresholds that could halt hydroelectric power generation. The reservoir is approximately 30 feet away from the point at which turbines would stop producing hydroelectric power, with federal officials warning that a major intervention may be necessary. Unlike Lake Mead, which can generate power down to an estimated 950 feet due to Hoover Dam improvements, Lake Powell loses all meaningful hydropower production at 3,500 feet, as detailed by SAN.

A July report from the Bureau of Reclamation indicated that turbines at the base of the Glen Canyon Dam could lose the capacity to produce power as early as spring 2027, according to Earthsky. Furthermore, dead pool—the level below which water can no longer flow downstream from the dam—remains a looming concern, though the lake currently stands more than 150 feet above that threshold.
Jack Schmidt, director of Utah State University’s Center for Colorado River Studies, noted that the unique aspect of the recent decline was the complete lack of spring recovery. Precipitation in the Upper Basin reached only 78% of normal, and snow accumulation peaked at just 60% of the 30-year median, according to Eciks. A July analysis by Colorado River scholars found that combined live storage for Lakes Mead and Powell dropped to 12,675,509 acre-feet, marking the lowest total since May 1957, when Glen Canyon Dam was still being built.
Negotiations and Long-Term Management Plans
The deepening crisis has intensified pressure on the seven basin states as they struggle to reach an agreement on a long-term management plan for the dwindling resource. A federally imposed February deadline for states to reach a consensus passed without a deal, according to Eciks.

In response to the emergency, the Department of the Interior and the Bureau of Reclamation released a final environmental review for post-2026 operations, establishing a 10-year adaptive framework through 2036. According to Newsweek, this framework permits annual releases from Powell ranging between 5 million and 12 million acre-feet, Lower Basin shortages of up to 3 million acre-feet, and the storage of conserved water in both reservoirs while leaving room for states to pursue consensus agreements.
Meanwhile, the depletion has directly impacted Lake Powell’s substantial tourism industry. Marinas in the Glen Canyon National Recreation Area have been forced to adapt by closing or moving boat ramps, adding new access points, and temporarily relocating marina facilities to deeper waters, as reported by Abcnews and Earthsky.
