Philadelphia police are investigating a series of alarming incidents involving a masked man who allegedly terrorized pedestrians in Center City on the morning of August 12, 2026. The suspect, described as a thin Black male between 16 and 20 years old, wore a Chucky doll Halloween-style facemask
and was seen running up to people, filming his actions on a cellphone, before chasing a jogger near City Hall. The incidents, captured on surveillance video and reported by multiple witnesses, have left residents shaken and authorities scrambling to identify the individual.
The Incident Unfolds
The suspect first appeared around 5:18 a.m. at the intersection of 15th and Chestnut streets, where he approached several people, according to Philadelphia Police Captain Jason Smith. Surveillance footage shows him entering a Dunkin’ on 15th and Chestnut streets at 5:20 a.m., but he was refused service due to his mask. He then moved to the southwest corner of 15th Street and South Penn Square, where he ran up to more individuals, police said.
At 5:33 a.m., the suspect began chasing a woman jogging on the east side of 15th Street. According to police, he got in front of her, holding a cellphone, and repeatedly asked, Are you ready to die?
The woman ran away, screaming for help and injuring her leg in the process. The suspect then boarded the escalators at Suburban Station at 5:35 a.m., according to the timeline released by authorities.
Eyewitness Accounts and Community Concern
Another witness, Kate Egan, who works near 15th and Market streets, described the suspect as “terrifying.” She said the man approached her coworker before a security guard intervened. It’s really unsettling just trying to get to work and have a kid like this actively terrorizing women,
Egan told Action News. I really hope he is caught.
Police have released images of the suspect without the doll mask, showing him wearing a surgical mask and holding the doll mask in his hand. Authorities have not found any evidence that the suspect was armed, though he was seen holding a cellphone in one hand and keeping the other behind his back during the encounter with the jogger.
Police Response and Legal Consequences
Philadelphia Police Captain Jason Smith confirmed the suspect is facing charges including terroristic threats, harassment, simple assault, and intimidation. What I would tell would be offenders, don’t. Don’t do that stuff in the city of Philadelphia, because we’ll find you,
Smith said. Police are urging anyone with information to contact them via the tip line 215-686-TIPS.
Investigators are also exploring whether the suspect’s behavior is linked to online trends, though no concrete evidence has emerged. People think they're doing all kinds of crazy stuff right on these social media sites, Tick tock and what have you,
Smith said.
The incidents have sparked widespread concern among local workers and residents. No one wants to go to work in the morning, thinking that they might be harassed somewhere, and it could extend more than just harassment; they could be assaulted,
Egan said. Police have not yet identified the suspect’s motive or confirmed whether he has committed similar acts in the past.

Egan added. I really hope he is caught.
