Seven people, including two police officers, died early Saturday morning when a Volkswagen Passat traveling the wrong way down the A66 near Middlesbrough collided with a marked police armed response vehicle, prompting a mandatory investigation by the Independent Office for Police Conduct.

Seven people lost their lives in a devastating two-vehicle crash in northeast England during the early hours of Saturday. The tragedy unfolded at 3.39am on the A66 near South Bank and Middlesbrough, when a Volkswagen Passat traveling in the wrong direction collided with a marked Cleveland Police armed response vehicle that was driving on the correct side of the road.

All seven occupants across both vehicles were pronounced dead at the scene. The victims included five members of the public traveling inside the Volkswagen Passat and two serving Cleveland Police officers in the police car, who were identified as constables Matthew Blades (37) and Tom Clough (38). Police have formally identified all occupants of the Volkswagen and have told their families and offered them specialist support.

Emergency Response and Immediate Area Closures

The scale of the collision drew an extensive multi-agency emergency response. The North East Ambulance Service said it had been called to a two-vehicle crash and sent 14 units to the scene including ambulance crews, a specialist paramedic, a hazardous area response team and a doctor from Great North Air Ambulance Service.

A spokesperson for the service said: Sadly, despite the best efforts of everyone attending, a number of patients died at the scene. Authorities shut down the surrounding infrastructure completely. Anna Turley, Labour MP for the Redcar constituency where the crash happened, said the A66 would remain closed in both directions between Normanby Road and Church Lane in Eston, and urged the public to avoid the area and use alternative routes.

Police officers manned both ends of the cordon, and a large white tent was erected over the scene, with multiple emergency service vehicles around. Cleveland Police have put into effect a drone exclusion zone around the scene of the collision.

Independent Investigation and Official Reactions

The Independent Office for Police Conduct (IOPC) opened an investigation into the circumstances leading to the crash in South Bank after a mandatory referral from the force. Officers from Cleveland Police spotted a suspicious vehicle and a pursuit began before the car travelled on to the A66 and collided with a police car, the watchdog said.

“As is mandatory following any death connected to a police incident, we have referred the matter to the Independent Office for Police Conduct and are fully co-operating with their investigation.”

IOPC director of investigations Nicola Marfleet said: This is a tragic incident, and my thoughts are with family and friends and all those affected, including the emergency services in attendance. She added that investigators have been sent to start reviewing evidence, and the watchdog is cooperating with Cleveland Police to establish the circumstances of the collision. Local MP Anna Turley emphasized the deep community impact, stating that the victims went to work to keep people safe and they should have come home to their families.

National Grief and the Policing Family Response

National leaders joined local officials in expressing shock and sorrow over the incident. Andy Burnham posted on X: Devastated to hear that two police officers have lost their lives while on duty in Cleveland this morning, as well as five members of the public. UK home secretary Shabana Mahmood similarly described the crash as devastating, adding that her thoughts were with all those affected.
