The Central District Court of Kemerovo sentenced two ten-year-old schoolgirls Viktor Pesternikov to the alleged murderer and rapist for two months. The detainee made a confessionary statement, confirming them during the investigative experiment. Viktor Pesternikov was released two years ago after serving a 10-year sentence for pedophilia, and was supposed to be under police surveillance until 2027.

The Central District Court of Kemerovo on Thursday, at the request of the ICR, placed 41-year-old Viktor Pesternikov in a pre-trial detention center (until November 7) in the case of the murder of two ten-year-old schoolgirls in the mining town of Kiselevsk. As told in the Kuzbass prosecutor’s office, the department considered the investigation’s request to be justified and supported it. The accused himself, according to Kommersant’s sources, asked the court to refuse his arrest. In the near future he will be sent for a comprehensive psychological and psychiatric examination to determine his sanity.

Now investigators of the TFR are restoring the complete picture of the crime. According to law enforcement officers, on September 6, in the afternoon, two 10-year-old girls returned home after school. At the bus stop, fourth-graders saw a man who was asked for seeds to feed the pigeons.

The accused, who was drunk, invited the schoolgirls to go to the store, promising to buy them sweets, and the pigeons – food.

After treating the children with sweets, he invited them to visit him. In an abandoned house, the man, it is indicated in the case, raped the schoolgirls, and strangled them so that they would not tell anyone about what happened. He threw mattresses on the girls’ bodies and went to work as if nothing had happened.

The parents of one of the schoolgirls sounded the alarm, worried that their daughter had not returned from school. They bypassed her classmates, girlfriends, but to no avail. Police officers, together with volunteers, organized joint search groups, combing the 85-thousandth Kiselevsk and its environs. On September 7, law enforcement officers detained Viktor Pesternikov, who had been seen in a store the day before with the girls.

The detainee confessed, naming the place where he hid the bodies of the children. In an investigative experiment, he showed exactly how he dealt with the victims. Viktor Pesternikov was charged with the murder of two young girls (Article 105 of the Criminal Code of the Russian Federation), their rape (Article 131 of the Criminal Code of the Russian Federation) and violent acts of a sexual nature (Article 132 of the Criminal Code of the Russian Federation).

For murder alone, he faces life imprisonment. The investigation of the case is under the control of the head of the Investigative Committee of the Russian Federation, Alexander Bastrykin, and Prosecutor General Igor Krasnov.

The case in Kiselevsk could have serious consequences for the local police officers, who are responsible for the administrative supervision of former prisoners. In 2019, Viktor Pesternikov was released after serving a 10-year term assigned to him by the Prokopyevsk court under Part 3 of Art. 132 of the Criminal Code of the Russian Federation (violent acts of a sexual nature against a person known to be under the age of 14). He was supposed to be under the supervision of security officials until 2027. Pesternikov was ordered to go to the police station to check in three times a month, he was banned from attending mass events, leaving his home from 21:00 to 6:00. Now, on the fact of negligence of officials of the Ministry of Internal Affairs, a criminal case of negligence has been initiated based on materials from the prosecutor’s office (Article 293 of the Criminal Code of the Russian Federation).
