Saar has been the mayor of Kfar Saba since 2018. He worked for the municipality for about ten years, between the years 2004-1994. In his work, he served as head of the Industrial Areas Administration and was knowledgeable and was entrusted with the price per occupant project in the Hadarim neighborhood. He later served as the assistant to the former mayor of Kfar Saba, Yitzhak Wald, as deputy director of the municipality and as director of the municipality since 2002. From 2009-2014 he served as the director general of the Hod Hasharon municipality.
