While several ministers share the file, there is a wind of encroachment of portfolios.
“The ecological transition will concern all ministers, we are at a time when we must absolutely speed up on climate and biodiversity issues”, assured the Prime Minister, Elisabeth Borne, three days after the constitution of the government. In the architecture put in place, Matignon has the upper hand on the subject. And, operationally, two ministers share the file: Agnès Pannier-Runacher is in charge of Energy Transition and Amélie de Montchalin of Ecological Transition and Territorial Cohesion.
But it will also be necessary to count on Bercy, which will address transition issues from the angle of business transformation and “industrial sovereignty” – an expression which appears in the title of Bruno Le Maire. The new Secretary General for Ecological Planning, occupied by the macronist Antoine Pellion, completes the system; it is up to him to coordinate all government policy.
