This is now possible on Windows 10 for nearly 100 Xbox Game pass games since E3 2019. The service is available on PC for €9.99 per month and simply requires the installation of the Xbox PC application on Windows 10. Many PC exclusives can be found there, such as remasters of Age of Empires games, but also console exclusives that have been ported to PC via Xbox Play Anywhere.
