Energy renovation of housing: several new features on July 1

Ce 1is July 2022 marks the end of the sale of new oil and coal-fired boilers. In other words, it is still possible to continue heating with one of these boilers, but when it reaches the end of its life, it will not be possible to replace it with equipment using the same fuel.

“Decree No. 2022-8 of January 5, 2022 provides for a greenhouse gas emission ceiling: as this equipment is polluting, this amounts, in fact, to prohibiting it”says Audrey Zermati, strategy director of Effy, a specialist in energy renovation.

All buildings are concerned, whether housing, offices or shops. However, the government specifies that it will always be possible to have your boiler repaired and maintained. In addition, when no other heating solution is technically possible, the installation of a new oil-fired boiler will be authorised.

Repairs possible, but complicated

Finding available equipment or spare parts could however be complicated: “Due to the ban, manufacturers are already drastically reducing production”, notes Marina Offel de Villaucourt, head of public affairs at Hellio, a company that supports households in their energy saving work. Equipment powered by biofuel is, for its part, always authorized if it respects the greenhouse gas emission ceiling.

For households having to change their boiler, the ministry recalls that financial aid exists, in particular MaPrimeRénov ‘, distributed by the National Housing Agency (ANAH). Remember that a temporary premium bonus of 1,000 euros applies from April until the end of the year, under certain conditions, to households replacing an oil or gas boiler.

Example, provided by Hellio, for the replacement of an oil-fired boiler with a biomass boiler costing 16,700 euros: the various cumulative aid amounts to 15,000 euros (10,000 euros of MaPrimeRénov’ aid, 1,000 euros of bonus and 4 000 euros of energy savings certificates) for a household with resources categorized as “very modest”. To fall into this category, a household made up of four people living outside Ile-de-France must, for example, have resources of less than 31,359 euros. The remaining charge would therefore amount, in this case, to 1,700 euros.

Another measure concerning the energy renovation of housing, which came into force on 1is July: the “helping hand” system ends for the insulation of attics and low floors. The government has chosen to stop this aid because of the windfall effect which has led unscrupulous companies to canvass individuals and to carry out work poorly. “Some companies also inflated quotes”regret M.me Offel de Villaucourt. The boost also stops for the installation of a programmable thermostat on an existing individual heating system.
