In Tamil Nadu, in the documents filed for registration of sale of houses and plots, the value of the land, building, guide value of the registration department etc. should be mentioned correctly. The registrars can immediately check whether the value of the land in the deeds to be registered is correct.
However, there are practical problems in this. According to the registry regulations, Public Works Department engineers are used to inspect the values of buildings worth more than 50 lakh rupees and sub-registrars are used to inspect buildings of lesser value. Registrars face various problems. While the bonds are coming in large numbers, the work is delayed due to the pending field survey.
Therefore, it has been decided to use private engineering graduates to conduct an immediate field survey and report to the Sub-Registrar regarding the value of the buildings in the properties coming up for registration. For this, the government has approved the scheme of providing construction site supervisor license to engineers. A process is being developed for the selection of engineers.
