OSR, strap to land; Local bodies are reluctant

by time news
CHENNAI: There has been a confusion in obtaining land titles for new plots, open space allotments in construction project areas and land handed over to local bodies.

According to Urban Planning Act, 10 percent of the total area of new plots and construction projects must be allocated as open space. This place should be maintained as a park or children’s play area.

Adequate route facility

Of this, in construction projects up to 32 thousand 291 square feet, payment of 10 percent of the land is sufficient. Above this, 10 percent of land or fee is required for projects up to 1.07 lakh sq ft. For projects with area above this, 10 percent of land is mandatory to be handed over as open space allotment.

Appropriate road facilities should also be provided for such lands. The OSR lands allocated in this way are transferred to the name of the local bodies through deed registration. The local bodies should take control of this land and carry out works including parks. But in many places, the old owner’s name continues in the land titles given to the local bodies. Thus, these lands become easily expropriated.

is retarded

A Revenue Department official said: Even though the OSR lands are handed over through deed, the deed should be sub-divided and transferred to the name of the local body. As soon as the deed is in hand in this regard, the respective local bodies should approach the taluk office and carry out the work in this regard.

But most of the local bodies are keeping quiet with the deed. In the case of change of title, the local bodies should take due efforts. OSR, not providing the old title copy, deed copies to the local bodies at the time of land transfer, is a setback in this. It is necessary for the Government of Tamil Nadu to issue appropriate orders to the local bodies. This is what he said.
