The police explained that the employees of the department came to the reception room of Mr. Melnikov in order to draw up a protocol against the lawyer Mukhamed Bidzhev under Part 2 of Art. 20.2 of the Administrative Code of the Russian Federation “Violation of the established procedure for organizing or holding a meeting, meeting, demonstration, procession or picketing.” The police did not block the building and did not enter it, according to the press service of the city Main Directorate of the Ministry of Internal Affairs.
