Elisabeth Borne offers the culture pass from the 6th grade

Prime Minister Elisabeth Borne announced this Wednesday during her first general policy speech to the Assembly, that she wanted to extend the culture pass system to 6th graders.

“We will propose to extend the culture pass, from the sixth year,” Prime Minister Elisabeth Borne told the National Assembly, who was making her first general policy speech on Wednesday.

“Let’s make culture accessible to everyone, from the youth. This is why we will propose to extend the culture pass from the sixth year and to amplify artistic and cultural education”, declared Elisabeth Borne.

The scheme was launched nationally in May 2021 for 18-year-olds, and extended in February to 15-17-year-olds, with 20 euros the year they turn 15, 30 euros the year they turn 16 and 30 euros the year they turn 17. The culture pass was designed to promote access to culture, by offering young people the sum of 300 euros to spend on cultural goods and services, such as books, sleeves, tickets to shows, records, access to certain SVOD platforms, video games, my online press or musical instruments.

Campaign promise

This further expansion of the culture pass was on the program of Emmanuel Macron, then a candidate for re-election. The device, a flagship commitment of Emmanuel Macron during the 2017 presidential campaign, also currently includes a collective component, with an envelope depending on the number of students for classes from the 4th.

Widely used in bookstores, the culture pass check has particularly delighted manga fans. Launched in the midst of health restrictions, it was initially little used for tickets to shows or concerts.
