According to the complaints, the women sit in the bus seats before attacking the multi-line ticket, so that they do not find themselves standing when the bus driver begins the shaky ride – thus endangering themselves and their children, then the inspector pops up and pulls out a report.

This happened, for example, to Nehami Hirschman, a resident of Beitar Illit, who immigrated with a six-month-old baby and was fined by an inspector who came up with her at the station, on the pretext that she did not attack the “multi-line” before she settled.

Hirschman says in a conversation with Haredim 10: “I got on the bus from Beitar to Jerusalem on bus number 245, I was with babies on my hands – a tiny six-month-old, I could not attack the ‘multi-line’ before I first sat down.

“I brought one of the women sitting on the bus, even before he got on, the ‘multi-line’ that would attack a ride. She is aggressive, the auditor saw that she was returning the ‘multi-line’ to me and he gave me a report.

I mean I also paid before he checked the card, he thought I attacked because it went up, so he gave me a report that it was completely delusional. I tried to explain to him, other women on the bus told him that just a moment ago I got on and attacked for me, but the inspector stood his ground and wrote down the report. He was opaque, he was not interested in anything but writing me a report.

“No. I did not have the mental strength to argue with them. The Ministry of Transportation sees that we pay these reports “for them it is excellent”.

We spoke with Pnini, a resident of Beitar Illit. It also tells of a similar pattern of behavior of ‘line’ inspectors.

“There are a lot of stories that women get fined for not attacking the ‘multi-line’, a lot of women. Every ultra-Orthodox woman with babies – she has at least one story.

“I was also among them. I got on bus number 293 a few weeks ago with a one-year-old boy on me. I went to grab a seat and bring it to the lady to hold it, so I could pay. I asked the lady next to me to hold it for me.

“I attacked the ‘multi-line’. The inspector saw that I was coming back, told me I had paid for the reason I saw him and wrote me a report. How much I tried to explain – did not help. “

Havi recounts another incident, which took place last week on a bus of the Kavim Illit company, which is associated with Kavim: “I traveled from hill A to hill B. I got on the bus with the visitor at the same station. I’m with the kid in the stroller, I paid on the spot.

“I was not yet seated, when I saw the visitor – like a psychological phenomenon that a person closes the house and checks again if it is locked, I left the cart with someone – and went to check if I attacked the ‘rabbi ko’ and saw that it was. Appeared: ‘Do I need to make another charge’. I mean I paid as soon as I got up. The visitor comes to me and submits a report of NIS 100 to me.

“I tell him: I paid before you, I just checked if it passed. Told me: no. He embarrassed me with all sorts of statements in front of everyone, and brought me the report. But I paid with the ‘multi-line’, just checked, did not even sit down – and boom report.

“This is a real trend against the ultra-Orthodox. All domestic trips are photographed by Kavim. “Almost every second ultra-Orthodox mother snatches a report, there is insane supervision by the Kavim company, three inspectors go up on one street – this thing is a phenomenon and not something new.”

We talked to about twenty residents of Beitar Illit and they all tell us that they themselves were fined or a family member, unjustifiably. Unfortunately, they have become accustomed to the reality in which the company issues reports to ultra-Orthodox women.

It should be noted that although women often appeal the reports, the appeal is rejected and the reports are not dismissed. Quite a few claim that they do not have the time or energy to deal with the Ministry of Transportation or the company, to demand the cancellation of the unjustified report, they claim.

The Ministry of Transportation’s response to the Haredim 10 website: “According to the regulations, passengers on public transportation are obligated to validate the payment for the trip, when boarding the bus.

“The ministry conducts regular inspections of travel by transportation, and examines, among other things, the correctness of the signage, the means of ticketing, and the behavior of the bus driver and the inspectors who inspect the buses.

If the passenger is injured by a public transportation service, a complaint can be filed with the National Public Transportation Authority, on the Authority’s website or through the Authority’s call center (* 8787), and it will be dealt with quickly and efficiently.

“The National Public Transport Authority examines any complaint filed against it against control and enforcement workers, and if necessary takes the necessary sanctions against the operator.”

Kavim has not yet submitted an official response – and when it is received, it has been published.

A source close to the company says in a conversation with Haredim 10: “The Ministry of Transportation requires companies to increase validity.
