In this sense, we support the creation of a delegation for the rights of the child within the National Assembly, as requested by the deputies (Socialists, New Ecological and Socialist Popular Union, Nupes) Isabelle Santiago and Boris Vallaud at the President of the National Assembly.

France has ratified the International Convention on the Rights of the Child, which commits it to taking all legislative and administrative measures to implement these rights. The creation of a delegation for the rights of the child in Parliament therefore represents an essential step in moving forward.

France can already boast of a substantial legal corpus taking into account the protection of children’s rights. This corpus is reflected in particular by the preamble to the 1946 Constitution, the ratification, in 1990, of the International Convention on the Rights of the Child or the signing, in 2015, of the seventeen sustainable development objectives. And new progress is still visible on the legislative level.

However, the effectiveness of these rights does not stand up to statistics. There are many examples: in France, at least 50,000 minors are victims of abuse each year. Still in France, one child in five lives below the poverty line, 300,000 children benefit from child protection measures, one child in ten is a victim of violence at school. Behind these figures, recalled in each report and study, it is the lives of children that are in question.

Reports up 35%

The health crisis has only exacerbated precariousness and reinforced the vulnerabilities of children nationally and internationally. Reports of abuse increased by 35% between 2019 and 2020 in France, inequalities have doubled due to disrupted schooling, by a more complex reception in medico-social structures, by aggravated difficulties of social and economic integration .

So let’s support them towards autonomy, offer them hope for a promising future, a taste for living together and civic engagement. To do this, it is necessary to act as early as possible, to protect children and limit inequalities.

We are therefore asking for a real global plan for children that this delegation will be keen to support. Its role will be to feed the legislator, to ensure that no child is deprived of their fundamental rights, to deepen these rights and to develop public policies to act transversally in all areas that affect life. children, justice, education, housing, health, etc. A delegation that can sustain global political thought on childhood and develop an enlightened opinion, note and respond to shortcomings, propose new initiatives to always guarantee and deepen the rights of the child.
