Chennai: There has been a problem due to the imposition of new conditions for the construction projects carried out in 201 villages under the road network project in the Chennai metropolitan area. To reduce the traffic congestion in the Chennai metropolitan area, projects including the Chennai Bypass Road and Outer Ring Road have been implemented. In the areas along these roads, a network plan for road infrastructure development has been developed.

According to this, all the roads in every village will be properly widened and new roads will be constructed where necessary. For this, road network packages were developed for 29 villages through Institute of Planning and Architectural Education, Vijayawada, Andhra State; Road network draft plans were prepared for all 24 villages through the Institute of Planning and Architecture, Anna University, Chennai.

This was approved by the CMDA in 2019. Subsequently, road network draft plans were developed for 148 villages through the Institute of Planning and Architecture, Anna University, Chennai. This has been approved by the CMDA in 2021. In addition to the conditions in these three schemes, maps have been prepared for the improvement of road infrastructure in 201 villages. According to this, the places where new roads should come and the places where the road should be widened are defined. Based on this, while giving permission for new construction projects in these areas, CMDA has decided to impose a condition that the owners should provide the necessary land based on this map. The construction sector has strongly opposed this condition of CMDA.

Why resist?

Regarding this, the construction department said: While applying for building permission, we are already ready to provide limited land for road expansion. In addition to this, it is not acceptable to compel the provision of land for road widening and new roads. Accordingly, if more land is provided, it will not be possible to implement the construction projects on a proper scale. Due to this opposition, the CMDA has set up a committee of three senior planners to examine the issue. It is not enough for the CMDA to approve the road network draft; Legal approval of Tamil Nadu Government is required. The fact that no relevant ordinance has been issued, raises various doubts, they said.
