Job description:
The management of the Security Division (Manbat) in accordance with the provisions of the Law for the Regulation of Security in Public Bodies, 1998 (hereafter: “the Law”) and according to the instructions of the Israel Police, the General Security Service (hereafter “the guiding bodies”), in accordance with government decisions b/ 43 and 1716 and according to the directive of the National Emergency Authority (Rahal).

Responsibility for one or more of the following areas: physical security, the minister’s security in the permanent facilities, information security, reliability, technologies, cyber and emergency.

Writing and updating security plans, facility orders (PCM), the set of instructions and security procedures, the security, the preparation of field files and thematic files in the field of activity according to the instructions of the authorized bodies, distribution and verification of their operation as well as control after its execution.

Maintaining regular contact with the supervising security officials, reporting on actions and unusual events and conducting investigations in order to learn lessons.

Responsibility for the reception, training, coaching and training of officials in the field of security, the appointment of security trustees in the required places and their training.

Management and approval of tenders in the field of security.

Writing annual work plans including a budget proposal and bringing them to the supervisors for approval.

Representing the office in forums and professional committees.

Physical security:
Responsibility for ensuring the functioning of the office/trust unit and the security objects in routine and emergency situations, including the prevention and thwarting of sabotage and criminal activity, including the security of facilities, hotline management, threats, overseas and regulation.

Responsibility for planning, organizing and managing the security operations necessary to maintain the physical safety of the employees/citizens and public property in the office, facilities and the various events within the areas of responsibility.

Writing annual security plans, planning the security system according to situation assessments and operating the system as needed.

Responsibility for planning security operations necessary to protect property in a building or place of a public body.

Briefing of office employees and delegations going abroad.

The minister’s security in the permanent facilities:
Responsibility for the security of the Minister in the permanent facilities in accordance with the decision of the Shin Bet Government / 47 subject to the guidance of the Shin Bet.

Planning the security system at the Minister’s facilities, including writing work plans and PMCs, assigning pumps, manpower and adapting a shielding shell and technological means to create a secure complex up to Shin Bet standards.

Information security, technologies and cyber:
Responsibility for protection against cyber-attacks and information leakage in cyberspace, including instructions regarding the supply chain, communication security, networks and critical information infrastructures, organizational information, classified information, security filtering and regulation according to the procedures and instructions of the governing body.

Responsibility for the classified and sensitive information security area and the cyber area under the responsibility of the office, writing an information security policy for the information systems and the cyber space and verifying implementation.

reliability:
Responsibility for conducting security checks for employees and parties associated with the office, conducting security classification of the office’s positions.

emergency:
The preparation of the office for an emergency, including the guidance and coordination of all the office’s frameworks, divisions, districts, designated authorities and authority bodies in the field of emergency and continuity of function (assessments and incident management).

Forming work plans in the field of emergency while coordinating all the bodies of the ministry and as a derivative of the national emergency plan.

Coordination of compliance with the office tasks as derived from the national emergency goals in accordance with the reference scenarios and service levels, including writing concepts, procedures and plans.

Defining disruptions in the ministry’s ability to meet its tasks in an emergency, as a derivative of the national attribution scenario and other threats that could disrupt the ministry’s activities in an emergency, while including effects on all of the ministry’s bodies.

Supervision of inventory levels, including strategic inventory held by the office.

Planning and coordination of conferences, trainings and exercises in the field of emergency, including the participation of the office in the national emergency exercise.
