- The contract period
1.1. The contract period will be one year from the date the parties signed the contract (hereinafter: the contract period).
1.2. It is hereby clarified that the office may and does not have to extend the contract, all at its sole discretion.
1.3. The start of the provision of services will be only after the signing of the engagement agreement by the supplier and by the office’s authorized signatory. The supplier will prepare to provide the services immediately after signing the agreement.
1.4. The Ministry may cancel the agreement with the supplier if he has not fulfilled all or some of his obligations or has performed the services in a manner that is not to the satisfaction of the Ministry or not in accordance with the Ministry’s requirements and instructions.
1.5. The contract with the supplier is subject to the approval of the tender committee, and the existence of an actual budget.

3.1. Administrative threshold conditions (for the bidder):
3.1.3 The bidder is an incorporated legal entity registered with an official registrar in Israel and/or an authorized dealer.
3.1.4 The bidder complies with the requirements of regulation 6(a) of the regulations on the obligation of tenders, 1993-5577 and holds all the approvals required according to the Public Entity Transactions Law, 1976-1976, when they are valid.
3.1.5 The bidder has a minimum average annual turnover of NIS 500,000 in the last three years (2019, 2020, 2021)
3.1.6 If the offeror is a corporation – at the time of submitting the offer, the offeror does not owe an annual fee to the Corporations Authority for the year 2021 or earlier, is not defined as a “law-breaking company” and was not notified prior to registration as a “law-breaking company” as stated in section 362a of the law The companies, 1999.
3.1.7 There is no impediment, according to any law or agreement to which the bidder is a party, to his participation in the tender and there is, at the firm’s sole and absolute discretion, no possibility of a conflict of interest, direct or indirect, between the affairs of the bidder and/or those controlling it and/or His officers and/or those acting on his behalf, and the affairs of the office and/or the provision of services.
3.1.8 The office is entitled to disqualify bidders in which there is a fear of a conflict of interest as mentioned, at its sole discretion.
- Professional threshold conditions:
4.1 to the offeror
4.1.1 The bidder must have experience for at least three years in the last five years in providing book publishing services.
4.1.2 In the last five years, the offeror has published at least 2 books with a circulation of at least 500 copies.
4.2 To the author of the content:
4.2.1 Has experience in writing two books published in the last ten years.

- Clarifying questions concerning the details of the tender should be addressed in writing to the Tender Center, Ms. Lior Gadanian via e-mail [email protected] (questions addressed orally or by phone will not be answered and will not bind the office) by Monday, October 31 .2022 at 3:00 p.m
- A document answering the clarification questions will be published on the office’s website a reasonable time before the deadline for submitting the proposal.
- A complete and binding version of the tender is published on the website of the Government Procurement Administration at the address: www.mr.gov.il
- In any case of conflict between the provisions of this advertisement and the tender documents, the provisions of the tender documents will prevail.
