The official notification states that the royal seal cannot be used without obtaining special permission from the Ministry of Commerce, Industry and Investment Promotion.

Riyadh: In Saudi Arabia, insulting the national flag or the royal flag is punishable. The Saudi Public Prosecution has warned that it is a crime punishable by up to one year in prison and a fine of more than half a million rupees. The authorities’ warning comes amid widespread use of the national flag as part of the Saudi Foundation Day celebrations.

The designation of national flag and royal flag is similar. At the bottom of the national flag, the national emblem of sword and palm is embroidered with gold colored silk threads. This is the only difference between the two flags. Desecrating the national flag out of hatred or contempt for the country or the government, insulting the flag in any other way, putting the flag on the ground, or insulting or disrespecting any other symbols of the country are all offenses under the Saudi Flag Law, according to the Public Prosecution.
