In the version of the first part of the budget, rewritten by the government, which announced this Wednesday, October 19 the use of article 49.3 of the Constitution to pass the text, there are a hundred amendments inspired by the oppositions or allies of the majority.

“The most costly amendments were those tabled by the oppositions, notes a weighty minister. If we take all of the amendments they tabled, we arrived at a worsening of the deficit from 7 to 8 billion euros. In economic terms alone, this would completely blow up the five-year budget trajectory. »

The idea of ​​taxing the superdividends of large groups abandoned

In the end, the government keeps a few hundred proposals. Way to show that the oppositions have been listened to? In any case, the Republicans see amendments kept for farmers (revision of the axle tax on agricultural machinery) or on the thermal renovation of SMEs, the exemption from the ecological penalty for departmental volunteer fire service vehicles and a reassessment restaurant tickets.

The socialists obtain a lower VAT on masks, a proposal made by PS deputy Valérie Rabault. The Communists were heard on the reinstatement of the widows’ half-share for veterans. Environmentalists get a breakthrough on the use of frying oil for diesel car engines. An idea already defended this summer by the deputy EELV Julien Bayou.

A child care tax credit measure filed by Renaissance and the RN is retained. The allies of the majority have not been forgotten. MoDems obtain an increase in the profit ceiling allowing them to benefit from a reduced tax rate for SMEs. But their idea of ​​taxing the superdividends of large groups has been abandoned.

As for the support of Édouard Philippe (Horizons), they were heard on a specific energy shield for local authorities, weakened by rising prices. A measure discussed late Tuesday night and again this Wednesday morning, in the corridors of ministries.
