Ukrainian President Volodymyr Zelensky claimed this evening (Thursday) that “Russian terrorists” had planted bombs in the dam of a hydroelectric power plant in Bakhovsk, when the destruction of the facility could have saved about 80 towns and cities, including the city of Kherson.

Zelensky said this evening in a speech in front of the European Union summit that the power plant that produces electricity from falling water contains 18 million cubic meters of water and hundreds of thousands of people could be affected by the flooding caused by the destruction of the energy facility. “The water supply to a large part of southern Ukraine could have been damaged,” the Ukrainian president added. “This terrorist attack could have left the Zaporizhia nuclear power plant without cooling water. Even the work of the canal, which was built to supply water to the Crimea, would have been completely destroyed.”

The Institute for War Studies in Washington also published details regarding the Russian plot to blow up the dam in the Kherson region: “The Russian military may believe that blowing up the dam may compensate for their withdrawal from the west bank of the Dnieper River and prevent or delay Ukraine’s advance across the river
