For several months, the Biden Administration has been pushing to rally other countries in its technological crusade against China.
The United States is determined to hit as hard as possible on the Achilles heel of Chinese power: its dependence on the most advanced semiconductors. This sector has become a strategic priority and a major geopolitical stake in the rivalry between the two powers. In early October, the US Department of Commerce imposed severe restrictions on companies exporting electronic components to Chinese organizations.
This includes chips designed specifically for artificial intelligence (AI) and high-intensity computing, but also a wider range of semiconductors using US patents or components, even if made by non-US companies . Washington no longer wants Beijing to be able to access these essential products for the use of artificial intelligence for applications or weapons systems.
