The text, adopted in 2019 by the European Parliament, specifies that this information will only be accessible to judicial authorities in the context of an investigation and to research organizations responsible for drawing up accident statistics.

As of July 6, the first subject to the obligation to have an automotive data recorder will be the completely new models. Thus, for Peugeot, it will be the next generation of the 3008, expected in early 2023. It will be necessary to wait until early July 2024 for all new cars to be affected by this obligation, which is not expected to can be extended to used vehicles.

Interest of insurers

Given the serial presence of multiple sensors on board modern cars, the additional cost should be limited. But there is no doubt that the manufacturers, who have regularly increased their prices since the beginning of the semiconductor crisis, will not fail to pass it on to consumers.

Also scheduled for July 6, the generalization of automatic emergency braking, the adaptive speed limiter (which manages the speed of the car according to the vehicle in front) or systems for detecting collision in reverse gear and level of driver vigilance will further weigh on the price of new cars.

It remains to be seen whether the new automotive data recorder will stick to its original function of “conducting road safety analyzes and evaluating effectiveness” existing devices. It cannot be ruled out that, sooner or later, it will interest, among others, insurers. These already offer in the United States, with mixed success, pricing based on the mode of driving of motorists, defined from data stored by an on-board black box.
