The mobile telephony sector recorded notable performance in 2022, with a turnover of more than 324.548 billion CFA francs driven by the increase in traffic on all services.

As of December 31, 2022, the mobile telephony market posted a turnover of FCfa 324.548 billion, an increase of 18.2% compared to 2021, according to the 2022 Annual Activity Report of the Regulatory Authority for Electronic Communications and Post (Arcep-Benin). It represents more than 94% of the overall electronic communications market figure estimated at CFAF 343.489 billion in Benin.
The year 2022 was marked by the launch of the activities of a third mobile operator and its electronic money, which led to growth in the indicators of the electronic communications market. The overall volume of investments in electronic communications networks has increased considerably, from CFAF 66.40 billion in 2021 to CFAF 119.38 billion in 2022, an increase of 79.8%. This volume of investments is split between mobile and fixed electronic communications networks with respective rates of 52.3% and 47.7%.
The market share in value of the three mobile operators was 67.5% for Mtn, 32.3% for Moov and 0.2% for Celtiis at the end of December, according to the Arcep-Benin report.
The number of active Sim cards connected to mobile electronic communications networks increased by 14.28% from 12,731,782 in 2021 to 14,549,987 Sim cards in 2021. But, the actual number of mobile phone subscribers ( after eliminating multi-Sim) is estimated at 6,811,527 as of December 31, 2022, i.e. a mobile penetration rate of 52.7%.
The number of mobile Internet Sim cards connected to the networks is 9,727,180 at the end of 2022, an increase of 15.46% compared to 2021. The number of mobile Internet subscribers is estimated at 5,435,257, i.e. an Internet penetration mobile of 42.1%. Among them, the number of users of 3G and 4G technologies increased from 51.47% in 2021 to 57.87% in 2022, an increase of 6.4 percentage points.

There was an increase in traffic on all services in 2022. Compared to 2021, mobile voice traffic is estimated at 6.488 billion minutes of voice calls, i.e. an increase of 2.8% and the volume of SMS exchanged on mobile networks grew by 11.6%, reaching 601.877 million messages exchanged. Mobile Internet traffic maintained its strong growth with a volume of 203.070 million GB in 2022, a growth of 46.5% compared to 2021.
Mobile phone transactions have increased, including cash deposits and withdrawals, airtime purchases, push and pull transfers, salary payments, merchant payments, inbound domestic and international transfers and outgoing. The volume of mobile financial services is estimated at 1,497 million transactions in 2022, i.e. a daily average of 4.1 million transactions and an increase of 60.96% compared to 2021. The volume of telephone credit purchases reached 869.9 million operations, representing 58.1% of the volume of transactions carried out in 2022 and 2.6% of their value. The volume of telephone credit top-up purchases practically doubled (+98.95%) compared to 2021.
The year 2022 was marked by the update of the price framework for electronic communications services provided by mobile operators as well as the establishment of a guideline on national roaming in Benin. The average monthly income per mobile user is estimated at CFAF 1,940.

0.01% fixed telephone penetration

The fixed electronic communications market represents 5.7% of the sector’s overall turnover, increasing from FCfa 15.976 billion in 2021 to FCfa 18.940 billion in 2022, an increase of 18.6%, according to data from Arcep-Benin. The fixed telephone penetration rate is estimated at 0.01% and the fixed Internet subscription base stands at 21,062 subscribers, i.e. a fixed Internet penetration of 0.16% as of December 31, 2022.
The turnover of the fixed Internet market in 2022 is estimated at FCfa 8.784 billion, i.e. a drop of 1.1% compared to 2021. That of the supply of wholesale capacity sale services (national and international) stands at CFAF 9.515 billion, an increase of 49.4% compared to 2021.
