Today, Tuesday 29.11.2022, a conference was held that discussed the practice of what happened in the past decade, since the law to increase the enforcement of labor laws entered into force, both on the part of the regulator, and on the part of the legal system, professionals, representatives of employers and employees.

The law brought revolutionary news to the labor market, with an emphasis on fair employment and the protection of workers’ rights, among other things while applying graduated sanctions on violating employers and distinguishing between a normative employer and an employer who is a serial violator; The law introduced a new and effective enforcement tool in addition to criminal enforcement, with the aim of creating appropriate enforcement with punishment that matches the violation by imposing financial sanctions and warnings.

Additional achievements within the framework of the law: correcting the violation, preventing its recurrence, using periodic inspections by a qualified wage inspector and ensuring fair employment will provide protections for the employer against criminal prosecution; improving the employment conditions of contractor workers; increasing enforcement in diverse populations: contractor workers, foreign workers, An ultra-Orthodox and Arab society.

Meir David, head of the regulation and enforcement administration in the labor branch, Message: “In recent years, we have returned more than 40 million NIS to the workers, as a result of information and enforcement procedures. The law to increase the enforcement of labor laws is the result of joint work and vision of both the workers’ organizations and the employers’ organizations, as well as the government ministries. The cooperation has proven that when everyone integrates Hands for the cause, the profit is for the workers and for the Israeli economy.”

As part of the tenth anniversary of the entry into force of the law, the Regulatory and Enforcement Administration conducted a public participation procedure, which included an appeal to about 150 partners and stakeholders, among others: representatives of labor organizations, civil society, academic experts, employers’ organizations, attorneys in the field of labor law, accountants And more in order to examine the effects of the law on the labor market in the last decade, and the challenges ahead.

In general, it was noted that the law increased awareness and contributed to more effective enforcement.
