Chairman of the Azerbaijan People’s Front Party (APFP). Ali Karimli
a criminal case was instituted against him in a special charge order.

According to the chairman of the PFLP, the preparatory court session on the case will be held on August 13, at 11:00 am in the Nasimi District Court. A. Karimli notes that it was not written in the notice sent to him by the court, who and why the special charge was filed:

“The identity of the complainant was not shown on the court’s electronic portal either. It was only noted that the special charge was filed in relation to the section of the Criminal Code against the freedom and dignity of the individual. This section of the Criminal Code also contains the articles of defamation (Article 147) and insults (Article 148), which are often used against political opponents.

Under these sections, a person can be sentenced to up to 3 years in prison.

Ali Karimli says he did not insult or slander anyone. “The next fraud, the next deception is the machine of oppression,” – he emphasized.

However, the officials, as a rule, considered the comments made about the existence of political arrests in the country unfounded.

The complainant is a former member of the party

According to information obtained by RFE/RL, he was removed from the party several years before the chairman of the PFLP. Aidin Aliyev complaint. Based on his complaint, the results of last year’s party conference were cancelled.

APCP conference was held on June 24, 2023. But A. Aliyev appealed to the court regarding the conference and succeeded in annulling the decisions made there. In addition, the Ministry of Justice did not recognize the results of the last conference. After the last change to the legislation, however, in September 2023, it was announced that the PFLP had been re-registered.

Aydın Aliyev was expelled from the PFLP in 2019. Later, in 2020, he was returned to the position of head of the Control-Inspection Commission through the court. A. Aliyev, as the chairman of the commission, said that it was his duty to register violations of the party’s charter. But according to him, they did not allow him to participate in the conferences of the city and district organizations of the party and excluded him from knowing the documents of the party. For this reason, he appealed to the court to invalidate the results of the AKP conference.

However, the details of the complaint from Ali Karimli regarding the criminal case could not be ascertained.

PFLP Chairman: “12 people are currently in prison”

Ali Karimli, Chairman of the People’s Democratic Party of Azerbaijan, also said that the differences in the country had reached an “absurd level”.

According to him, so far about 50 executives of the People’s Front are living as political prisoners:

“There are 12 people in prison at the moment. Furthermore, after our last conference, purposeful work has begun to destroy the PFLP.”

According to Ali Karimli, he was always correct in his speeches and never offended anyone:

“I strongly condemn the Azerbaijani authorities. I’m talking about their corruption, falsifying the election, I’m talking about the similarities in Azerbaijan, I’m talking about the transfer of wealth stolen from Azerbaijan to offshore, but I’m not insulting anyone in particular.”

According to him, Azerbaijan is such a country that the president decides to arrest the leader of the opposition Ilham Aliyev level is given.

Until now, it was not possible to get a response from the Presidential Administration and other official institutions on these comments from the chairman of the PFLP.

But the head of state says as a rule that all fundamental freedoms are protected in the country.

According to the officials, there are no political prisoners in the country, and those on the list of political prisoners are only accountable for their actions.

Moreover, according to their emphasis, there is a will to control to fight against corruption in the country.

Reminder

Before that, a criminal case was filed against the chairman of the ACP (then this organization was called Azerbaijan, Ali Karimli was the deputy chairman of that organization) in September 1994. At that time, law enforcement agencies reported that an explosive substance had been found in the pocket of A. Karimli. At that time, he was arrested, however, the APC vice chairman did not remain in prison for long.

A. Karimli applied to the Department of Passports-Registry of the Ministry of Internal Affairs in 2006, since the validity period of his citizen’s passport had expired. However, citing the criminal case opened in 1994, he was denied a new passport.

On 16 July 2015, the European Court of Human Rights announced its decision regarding the complaint regarding the refusal of a passport to A. Karimli. The court considered that it was a violation of his rights under Article 2 (freedom of movement) of Protocol No. 4 attached to the European Convention is the refusal to issue a passport. The court decided that the state should pay 8,600 euros compensation to Ali Karimli for moral damage and other costs incurred. But the chairman of the People’s Democratic Party is still unable to obtain a foreign passport.
