Ua testament of staggering consequences. While the communal center for social action (CCAS) in Quimper, in Brittany, was destined to make way for a luxury residence, an old document dating from 1749 came to thwart the real estate plans of the city, relates France 3.

Several years ago, the municipality of Quimper decided to sell land to property developers. Among these was the plot on which stands the communal center of social action of Quimper. While the public establishment was intended to move to a former Ehpad to join a future “solidarity hotel”, a luxury residence made up of 26 apartments was to be erected in place of the CCAS.

Charity for Legacy

Only, it was without counting on the reappearance of a yellowed paper, 294 years old and dating from the Old Regime. Indeed, before being a CCAS, the public establishment happened to be a charity house, created in the 18th century.e century on the initiative of a widow who cared about the poor, named Agnès Pérard de Kersula. The latter had indeed ceded the charity house to the municipality, but had specified in a bequest that this donation was made “for the relief of the poor, the sick… Without, under any pretext whatsoever, the income being used for any other purpose than the relief of the poor”.

Although the original document has disappeared, a transcription from 1898 still exists, filed in the municipal archives. In 2020, during the design of the real estate program, the former municipality had seized the court to have this legacy canceled. Two years later, justice finally rendered its decision, and, a dramatic change for the city, decided that the legacy should be respected.

A twist that suits all parties

A singular turnaround for the new municipality. However, it has taken note of this court decision and ensures that it will respect “the legacy and the history of the city”. “It is a question of maintaining solidarity in the heart of the city, as close as possible to those who need it, in an identified site steeped in history. », ensures with the channel of France Télévisions, Matthieu Stervinou, assistant to Solidarity in Quimper. The CCAS will therefore remain on its land, better still, the city has announced that it has bought an adjacent building, thanks to which it will be able to install all the services of its solidarity hotel there. The last wishes of Agnès Pérard de Kersula will therefore continue to be respected to the letter.
