A draft concept of constitutional reforms has already been prepared in Armenia.

As Day.Az reports with reference to the Armenian media, this was reported by the Ministry of Justice of Armenia.

The department did not specify which articles of the country’s Constitution are expected to be revised, but noted that the draft concept includes issues related to the form of government, the scope of the powers of the president, the elimination of the relationship between chapters 2 and 3, and in the chapter on fundamental human rights there are points concerning references to social, economic and cultural rights.

The project also includes the creation of government bodies and autonomous structures. Residency and citizenship qualifications have also been introduced for a number of positions.

The draft also contains a clause providing for the transfer of state powers to private structures.

The Commission on Constitutional Reforms is headed by lawyer David Hakobyan. The full composition of the commission has not been disclosed.
