According to the Office Memorandum issued by the Establishment Division, civil servants of federal institutions under the jurisdiction of the Federal Government will not be able to use any media platform without permission. It has been decided, in an office memorandum, the Government servants have been directed by the Establishment Division to abide by the Government Servants (Conduct) Rules, 1964 and not to use any social media application including Facebook, Twitter without permission. Government servants will also implement the Government Servants Rules 1964, according to the office memorandum, a government servant cannot express his opinion or rhetoric on social media without permission, strict action will be taken against the government servant for violating the instructions.

According to the office memorandum, public servants cannot share official documents or information with unrelated employees, citizens or the press. Public servants cannot express opinions or facts that affect the government’s reputation. It is not allowed to talk against the authority, dignity, government employees cannot talk in the media which affects the relations with other countries. is not allowed to comment in any discussion.

According to the Office Memorandum, the guidelines are not intended to ban positive use of social media. The government employees are bound to implement the instructions, on violation, action of misconduct can be taken against the concerned employees. Instructions have been issued.

It should be remembered that even during the Pakistan Tehreek-e-Insaaf government, a similar directive was issued by the Establishment Division to ban the use of social media by government employees.
