At the beginning of 2025, the new register of approved engineers will be ready, which will be issued now autonomous the decisions on spatial changes, and by the end of 2024 the digitization of the Land Registry will have been completed. The relevant announcements were made by the Deputy Minister for Digital Governance Konstantinos Kyranakisparticipating in the digitization panel at the GreenDeal 2024 conference.
K. Kyranakis, in collaboration with the Technical Association of Greece, said that the project of the new digital platform is being implemented and at the beginning of 2025 the new program of approved engineers will be presented, which will now autonomously issue decisions on spatial changes.
“We will move away from the dominance of legal information about the property, to the objective information which is the spatial and technical information, which fits and is applied to a map” said K. Kyranakis explaining that the a chance at a certified engineer, where there is consensus, yes it corrects cadastral errors almost automatically and where there is no consent to consider and issue a decision in the first place.
“The trust that the Greek society will have in the engineer will depend a lot on the implementation of this new possibility”, emphasized K. Kyranakis. “We hope that the TEE world will support this initiative” he said.
At the same time, he referred to the acceleration of the digitization of the Land Registry. “When we took over, land registration across the country was at 39%, today we are at 52% and by January we will have reached 75%. We are digitizing an archive of around 700 million pages. We believe this digitization will be complete by the end of 2025,” he said.
He made particular reference to the use of Artificial Intelligence claiming that it contributed significantly to the delay in transfers in certain stores. “Last year in September, the entire organization made approximately 16,000 decisions. These performances improved after the introduction of an Artificial Intelligence (AI) system to legally control contracts. In one month of the system’s operation, the issuance of decisions has accelerated significantly, as they are now being issued 40,000 decisions per month».
Interview: The Future of Property Management and Engineering Approval in Greece
Editor, Time.news: Good afternoon, and welcome to Time.news! Today, we’re discussing a transformational project that’s set to change the landscape of property management in Greece. With us is Deputy Minister for Digital Governance, Konstantinos Kyranakis, to share more about the upcoming register of approved engineers and the digitization of the Land Registry. Welcome, Mr. Kyranakis!
Kyranakis: Thank you for having me. It’s a pleasure to be here.
Editor: Let’s dive right in! The new register of approved engineers will be ready at the beginning of 2025. Can you explain what this means for engineers and property owners in Greece?
Kyranakis: Certainly! The new register signifies a major shift in how we handle engineering approvals and property modifications. Previously, there was a cumbersome process involving lengthy legal interpretations. With the new autonomous system, approved engineers will be empowered to make decisions on spatial changes directly, making the process more efficient and transparent for property owners.
Editor: That sounds revolutionary! How will this impact the overall efficiency of property-related processes in Greece?
Kyranakis: The impact will be significant. By moving away from a system dominated by legal and bureaucratic hurdles, we’re facilitating a process grounded in objective spatial and technical information. This means faster approvals, decreased waiting times, and ultimately, a more dynamic real estate market in Greece.
Editor: And you mentioned the digitization of the Land Registry will be completed by the end of 2024. Why is this step crucial?
Kyranakis: Digitizing the Land Registry is foundational to the success of our engineering approval project. It creates a reliable digital database that is easily accessible for approved engineers and property managers. It enhances transparency, reduces the likelihood of disputes over land rights, and provides the necessary data to make informed decisions regarding spatial changes.
Editor: It sounds like a holistic approach! How has the collaboration with the Technical Association of Greece played a role in this initiative?
Kyranakis: Collaborating with the Technical Association of Greece has been essential. They bring invaluable expertise and insights from the engineering community, ensuring that our digital platform meets the needs of practitioners. Their involvement helps ensure that we not only design an efficient system but also one that the industry trusts and embraces.
Editor: For the average citizen, what changes should they expect to see once these systems are fully operational?
Kyranakis: Citizens can expect a more streamlined experience when dealing with property changes. With the new system in place, they will encounter fewer bureaucratic barriers and can expect quicker response times for approvals. Additionally, having access to comprehensive, objective data will empower them to make better-informed decisions regarding their property investments.
Editor: That’s encouraging news for property owners. As we look ahead, what are the broader implications of these changes for Greece’s digital governance strategy?
Kyranakis: This initiative is part of a broader vision to modernize and digitize public services in Greece. By enhancing the efficiency, transparency, and reliability of property management, we are setting a precedent for how other public services can be transformed. Our goal is to build a digital government that prioritizes the needs of its citizens and streamlines services across the board.
Editor: It sounds like a promising future for digital governance in Greece. Thank you for sharing this exciting information with us, Mr. Kyranakis. We look forward to seeing these changes unfold!
Kyranakis: Thank you for having me. It’s been a pleasure discussing these important developments!
