If bikes are banned, tourists will have to rely on car-like facilities. Foreign tourists will be allowed to travel in cars provided by travel agents. This will make local travel more expensive. This may adversely affect tourism. Moreover, it will lead to traffic jams and increased pollution.

According to official tourism figures, a large number of people arriving in Indonesia are Russian citizens. Many of them enter the workforce illegally after arriving on tourist visas. At least four Russian nationals were deported this month for visa violations. Bali authorities have asked the Central Immigration Agency to cancel the visa-on-arrival policy for Russian and Ukrainian citizens.
