A pilot project of a salary system for doctors will be launched in seven regions in December

The Ministry of Health and the Ministry of Labor have published a pilot project for the sectoral pay system for health workers (OSOT). As Kommersant reported, it is being implemented in seven regions of Russia. The Ministry of Labor clarified that the project will begin in December and will last until the end of March 2022.

The OSS project includes Belgorod, Kurgan, Omsk, Orenburg, Tambov regions, the Republic of Sakha (Yakutia) and Sevastopol. Based on the pilot’s results, the parameters of the sectoral remuneration system can be clarified. Now it is presented for discussion on the portal of draft regulatory legal acts.

The salary will be formed based on three parameters:

  • the estimated value, set at the level of 13 617 rubles,
  • the coefficient of complexity of the work performed by position,
  • coefficient of regional economic differentiation.

The difficulty factor is set in accordance with 16 job groups. The size of the coefficient of regional economic differentiation is based on Rosstat data on the median salary in each constituent entity. There are also eight types of compensation payments and 16 types of incentive payments.

It is noted that for the time of the pilot, a protective mechanism is provided, according to which the salary of medical workers cannot be lower than the amount of payments under the current remuneration system. The goal of the project is “to establish an understandable and transparent mechanism for the formation of wages for each employee, increase the attractiveness of the industry for young specialists and reduce the difference in wages between regions by increasing the level of wages in regions where wages are lower than in the country as a whole.”
