The District Planning and Building Committee has approved for deposit a plan that regulates the designation of the land in the complex on Hasmonean Street, in Kiryat Motzkin, where the Otmezgin confectionery, offices and production lines have been operating for several years. The purpose and essence of the plan is to change the purpose of the second residential and commercial front and parking front – to the purpose of employment, commerce and residence. The division will be trade and employment as well as a shelter on the ground floor, housing on the first and second floors. The parking lots at the entrance to the business are designated as private residential, commercial and employment parking, and there will be construction on the site. Area of ​​the plan: about 2,310 dunams.

It should be noted that the activity of the complex, contrary to its original purpose for years, drew harsh criticism, especially from neighbors, who claimed that living close to an active business was a nuisance to them. The entire business, including the production lines, operated in a residential building, and now there is actually a series of place designations, which will allow the business to operate legally.

The plan is located at 15 Hashmonaim Street, in Kiryat Motzkin, and in fact regulates the actual existing uses of the place: commerce, employment and housing. There is a confectionery in the area that includes offices, storage areas and space for the production of confectionery products for sale on site and in other places.

Kiryat Motzkin City Engineer Roni Tovi noted at the hearing that the plan also includes a change in the open public space, where the designation of an existing kindergarten structure will be arranged. Representatives of the authority and the local committee expressed their support for promoting the program.

The committee’s decision stated: “This is a specific plan that regulates existing uses, including space for a public building built in the area of ​​Shatzp, as well as arranging space for commerce, employment and residence in the old area of ​​Kiryat Motzkin. “After consulting the program editor and the representatives of the authority and the local committee, the committee found justification for regulating the existing situation.”

The district committee conditioned the final approval of the plan on a number of changes its editors were required to make, including marking warehouses that are currently outside the plan lines for demolition.

It was also determined that warehouse operations will not be allowed in the southern part of the plan, near neighboring houses. The editors of the plan were also required to prepare a parking appendix detailing the parking required by the standard for the activity taking place in the complex, when parking, for some of the cells in the area where the complex is located, will be within the lot, including disabled parking, bicycles, motorcycles, etc. The committee also required the initiators of the program to send notices to all borders, in addition to the required publication.

Upon deposit of the plan, neighbors and other entities will be able to file objections to its final approval.
