There was neither a toilet nor a sink in the square walk
A Plovdiv prisoner brought a new element to the complaints about the conditions behind the bars, describing in his claim the presence of many cats that entered the canteen, climbed on the tables and spread infections. He also complained that during the square walk one could not relieve his physiological needs because there was neither a toilet nor a wash basin. The convict is asking for compensation of BGN 10,000, adding the usual arguments in this direction – lack of sufficient living space, dirt, cockroaches, bedbugs and rodents in the cells, etc.
The case was examined by the Plovdiv Administrative Court and the complaint about the cats was dismissed because the prisoner did not submit any complaints about it to the prison management, to which they did not respond. The lack of a toilet at the place for a walk is a fact, but the sanitary units in the other rooms could be used.
As is widely the case with this type of claims, the cramped conditions in the cells were proven, at least for part of the stay, and the specific complainant was awarded compensation, but only BGN 488. The decision is subject to appeal before a three-member panel of the same court.
