This report, resulting from the mission on priority education launched in mid-November 2022 by the Committee on Cultural Affairs and National Education, was led by the MP but chaired by Roger Chudeau (National Rally), MP for Loir-et-Cher – associate professor of German, former headmaster and inspector general – which was surprising in educational circles, his party being little involved in these issues. At the start of the 2022 school year, priority education had 1,092 networks, each consisting of a middle school and elementary schools in its sector. National meetings

Among the recommendations, Agnès Carel proposes the organization of national meetings for priority education, bringing together the various actors, and the creation of a priority education program within the school education mission of the general budget of the State. , in order to assess the effectiveness of each measure.

Another flagship measure, already launched since 2017 in CP then CE1, is the reinforcement, or even the generalization, of the duplication of classes from the small section to CM2. “The results show a reduction of 16% in French and 38% in mathematics of the gaps for the CPs who have benefited from this device”details the MP, who is based on the figures of the “CP stage point” of the direction of the evaluation, the prospective and the performance of March.

Finally, the report addresses the need to rethink the scope of priority education, which would be based on new criteria, such as the social position index, or geographical distance, which takes into account the distance between the residence students and their establishment and the distance of the latter from sports and cultural facilities. In practice, this would amount to sanctuarizing establishments classified REP +, which concern isolated neighborhoods or sectors experiencing the greatest concentrations of difficulty, by granting them more resources. These networks should still be reviewed every three years.
