An automatic detection system for vehicles that are circulating in our country without insurance, as well as for those that have not passed KTEO, is foreseen by a bill of the Ministry of National Economy.
According to the information in the bill that will be submitted for consultation in the next period, there will be a provision whereby checks will be carried out every three months through extensive electronic crossings.

The purpose of the Ministry of Finance is to put into operation within 2024 a permanent mechanism of mass control of vehicles in circulation under the AADE to identify omissions in terms of insurance obligations, technical inspection of the KTEO and traffic fees and the necessary imposition of fines.

What is sought by the financial staff is the rationalization of the road tax certification and to make it easier to identify uninsured vehicles in circulation and vehicles that should have been checked by KTEO. At the same time, the aim is to more effectively control any omissions regarding the obligations of the vehicles in circulation in an automated way and to strengthen the compliance of the persons liable.

The new arrangements being promoted concern the incorporation of an EU directive on compulsory insurance.

According to data from the Athens Chamber of Commerce, at least 500,000 vehicles are currently on the roads without insurance, and the data must be cross-checked by the AADE, while the fine must be transferred directly to the tax office.

However, with the new system, online checks will be carried out every year, initially every 3 or 4 months and every 1-2 months thereafter, instead of every 5 or 10 years that has been the case so far.

Step-by-step what the interested parties should do and what will apply with the fines
After I have received the Uninsured Vehicle Detection Notification that my vehicle has been detected uninsured, I choose the e-Receipt service with TAXISnet codes from Citizen Services
I log in with the codes in the e-Ticket application and find and retrieve the ticket generated for my uninsured vehicle whose number matches the log number of the notice I received (I choose Actions and then View).
I can either make a direct payment of the fee, or “Print a Fee” and pay it to a credit institution or via web banking.

What are the penalties and fines for uninsured vehicles?
Driving a vehicle without insurance will result in penalties.

According to the corresponding legislation for an uninsured vehicle, specifically article 5 paragraph 4, article 12 and article 5a of 489/76 FEK A’331 “On Compulsory Insurance of motor vehicles in civil liability accidents” there are the following penalties:

A. Administrative penalties for uninsured vehicle
License plates, driver’s license and driving license are suspended for 6 months. Causing an accident by a vehicle without the above-mentioned special sign entails the removal of plates and the license for two years.

The registration license and plates can be returned to the owner of the vehicle before the above time periods have elapsed, provided that:

-Pay the fine
-Provide proof of payment
-Insure the vehicle and present the insurance policy.

In addition, there is a monetary fine in favor of the Auxiliary Fund, certified by an act of the Police Authority and collected in accordance with the relevant provisions of the K.E.D.E., €1000 for buses and VAT, €500 for passenger cars and other vehicles of any nature and €250 for two-wheelers.

B. Criminal Penalties for Uninsured Vehicle
Imprisonment from 2 months to 1 year and a fine of up to €3,000 are the penalties for an uninsured vehicle.

Control of the uninsured
After the completion of the identification process of the uninsured vehicle, a notice will be sent by G.G.P.S. to each uninsured owner to get insurance within 8 days or to give an explanation, as well as to pay a fee of €250 to insured.

If the owner does not do the above, a new fine of €500 will be imposed on him, as well as the above administrative and criminal penalties.
