The time is counting down for the AADE to press the “button” to activate the new automatic crossing mechanism to detect uninsured vehicles, while from the beginning of October it will start sending the first “ravasaki” to their owners.

Vehicle and owner data will even be gathered in the new digital database that has been set up with data from all public services and highway concessionaires.

It should also be mentioned that AADE is already planning to set up roadblocks at toll roads, national roads, ports and airports, with inspectors who, through a special mobile device application for license plate scanning, will be able to see vehicles that have been declared to be in immobility circulate in the streets.

It should be noted that the fines in the above case are particularly severe, since if a vehicle has been declared immobile and is found to be moving, or even parked in a different place than the one declared in the electronic declaration of immobility, the immobility is automatically lifted and imposed from the AADE, in addition to the traffic fees and the fine for non-payment, and an administrative fine of 10,000 euros, while in the case of a repeat offense they will even have their driver’s license revoked.

With regard to uninsured vehicles, the first “bumps” of the AADE are expected from the beginning of October to owners of uninsured vehicles, who will be asked to insure them as well as pay a high fine.

It is worth noting that the inspectors will even be able to make crossings and checks through a new special program that will also be “loaded” on the Tablets they will have in order to be able to “scan” the license plates of the vehicles and determine if the drivers they are insured even if they have paid the Traffic Fees.

Online checks will be conducted once per calendar semester and violators will face fines:

  • from 250 to 1,000 euros if the vehicle is found uninsured. Specifically, the law provides for a fine of 1,000 euros for public use buses and trucks, 500 euros for passenger cars and other vehicles of any nature and 250 euros for two-wheelers.
  • equal amounts of road tax (plus annual fees) in the case of uninsured vehicles, if at least one year’s road tax debt is established.

Everything changes in 2025

The government is promoting radical changes in the taxation of passenger cars from 2025, with significant reliefs expected from 2026.

First of all for 2025 they are being studied “upheavals” in the road tax systemwhich will concern both the amount of fees and fines.

The competent committee that has been set up has put the “machines” in full swing as the changes in question, which concern approximately 5.5 million vehicle owners, should be “locked in” until mid-October and voted out of the blue in the fall, after as every year the traffic fees are “raised” by the AADE, two or three months before the deadline for their payment.

It should be pointed out that today the road taxes have several speeds depending on the emissions or the cubic capacity of the vehicle (for old cars), while an exemption is provided for electric vehicles and hybrids that emit low emissions.

It should be mentioned that the new toll system will lead to the differentiation of the existing tolls, mainly with environmental criteria, such as pollutant emissions, but also with the adoption of a specific framework for alternative fuel vehicles, as well as electric, hybrid and plug in vehicles.

Specifically, it is provided for:

  • Traffic Fee Changes: From 1/1/2025
  • Vehicle fee increase: First release 1/11/2010 to date. It concerns: 1,168,000 vehicles
  • No change of vehicle fees: 1st year of circulation until 31/10/2010. It concerns: 4,400,000 vehicles
  • Fees do not change: Trucks, buses, motorcycles.

In any case, the changes expected to be implemented in 2025 should take into account environmental criteria, such as emissions, as well as technological ones, for example, for vehicles with alternative fuels, purely electric, hybrid, etc.

On the other hand, in the “package” of changes, it is considered that from 2016, for the calculation of the registration fee, the retail price before taxes is taken into account instead of the wholesale price, but also to set new rates based on the taxable value of the cars, which will vary according to the emitted mass of carbon dioxide (CO2) and the specifications of the European emission standard (Euro) that the motor vehicles meet by construction.

In particular, based on the plan of the relevant ministries, the new coefficients for the calculation of passenger car registration fees range from 4% to 32%, depending on their taxable value, and the engine displacement criterion is abolished. The coefficients are further differentiated according to the emitted mass of carbon dioxide (CO2).

The interventions include, so far, the abolition of the luxury tax on the purchase of cars with a factory value of more than 20,000 euros, but at the same time it is expected that the total exemption from registration fees for hybrids, which is limited to 50%, will also be abolished, as and the exemption from half the registration fees for motorhomes. It is worth noting that the full exemption for electric cars will remain.
