Acting President Choi Sang-mok, Deputy Prime Minister and Minister of Strategy and Finance, instructed the National Police Agency and the Presidential Security Service on the afternoon of the 13th not to clash while executing the arrest warrant for President Yoon Seok-yeol.
Acting President Choi said in an electronic document sent to both agencies on this day, “Tension between state agencies related to the execution of arrest warrants is increasing. “If a conflict occurs between state institutions, it will leave an indelible scar on our constitutional history,” he said. At the same time, he emphasized, “As all law enforcement must be carried out in a peaceful and restrained manner, there should never be any use of violent means and methods between related agencies,” and added, “The heads of related agencies should be mindful of maintaining order and preventing conflict.”
Regarding this, a government official said, “Unlike the previous message, this message is an official instruction from the acting president. “If something untoward happens, we will make an issue of it,” he explained. Acting President Choi previously sent a message on the 5th without specific mention of the target, saying, “Please take care to ensure that citizens and public officials are not injured during the law enforcement process.”
As concerns about conflict grew, with the possibility of the Secret Service using force raised during the execution of the second warrant, Acting Choi is understood to have taken action to prevent conflict. However, this official said, “As the National Security Agency enforces the law in accordance with the National Security Act, it is difficult to determine whether the enforcement of the law itself was wrong. However, the purpose is to prevent safety accidents from occurring,” he added.
Prior to this, Lee Jae-myeong, leader of the Democratic Party of Korea, said in a meeting with Acting President Choi this morning, “The most important thing the acting president must do is to prevent situations where police use force to resist executing warrants issued by judges.” At the same time, Representative Lee repeatedly emphasized, “The biggest enemy of the economy is instability,” and added, “I ask you to consider a direction that will help in stabilizing national affairs and actual stabilization of national affairs for the sake of economic recovery.”
At this event, Acting Chief Choi stated, “No matter what happens in relation to the arrest warrant being executed, no citizen is injured or any untoward incident occurs due to physical conflict.” Regarding the Special Prosecution Act on Insurrection, Acting President Choi said, “I ask that the ruling and opposition parties come together to prepare a special prosecution bill that does not contain unconstitutional elements.”
