The collaboration protocols between Adif and these organizations, which have been renewed for the third time since they were signed in 2013 (2015 in the case of the Union of Iron and Steel Companies), will allow further analysis and improvement of production and management processes. transport of goods by rail, with multidisciplinary work groups, which facilitate the achievement of the common objectives of all participants.

In this way, after the signing of the new protocols, high-level groups have been set up in which, on behalf of Adif, the general director of Circulation Management and Capacity Management and the general director of Business and Commercial Operations will participate; the general director of the Spanish Association of Automobile and Truck Manufacturers, the general director of the Business Federation of the Spanish Chemical Industry and the general director of the Union of Steel Companies; in addition to the general deputy director of Railway Planning of the Ministry of Transport, Mobility and Urban Agenda and the director of Planning and Development of State Ports.

These groups, which will also designate central operational working groups, will establish the master lines of action, with an action program focused on improving management in terms of quality, reliability and efficiency, analyzing the use and use of existing infrastructures, as well as the establishment of potential service provision agreements by Adif.

Priorities and necessary actions

New proposals for improvement in the management and coordination of the members of the logistics chain will also be evaluated, as well as in the connection accesses and infrastructures of the rail network of general interest with the factories of the different industrial sectors, with which ports of greater sectoral relevance and borders. In this context, the priorities and necessary actions will be identified.

The validity of the new agreements extends until December 2030, with the possibility of extending it for two more years.

Within the framework of the collaboration agreement with the Spanish Association of Car and Truck Manufacturers, during the validity of the previous protocols, different milestones have been reached for the improvement and increase of rail freight traffic within the scope of important companies in the sector. automotive.

Some of these milestones are the programming and development of longer trains through management measures (Iran, Santander, etc.); increase in the reliability of rail traffic, by generating permanent coordination mechanisms between all the actors involved in the logistics chain (shippers, railway companies, Adif, port authorities, etc.), in order to identify bottlenecks and their potential solutions; and the identification of necessary actions on the linear infrastructures to be able to develop automobile traffic in 750-meter trains.

It has also been possible to absorb part of the increases in production of automobile manufacturers aimed at exports so that they are carried out by rail to the ports and improve the capacity of maritime terminals and railway facilities, with a view to the dispatch and reception of cargo traffic. cars, through management and coordination measures.

Intermodal transport, success factor

Regarding collaboration with the chemical sector, chemical factories and logistics facilities have been addressed from the perspective of nodal and operational analysis, as well as the options for improving the service in each of the facilities. In the meetings held between the chemical industry, the railway companies and the logistics operators, intermodal transport has been identified as a success factor in increasing the competitiveness of the Spanish manufacturing plants of chemical products and derivatives, and the issue has also been addressed. promotion of rail motorways and the development of new rail traffic between Tarragona and Portugal.

With respect to the steel sector, in addition to the analysis of the facilities to improve its services, other topics of interest have been discussed, such as the improvement of the railway infrastructure in the Atlantic and Mediterranean Corridors, the railway highways, the variable gauge axis on the border of Iran and improvements in the infrastructure of the metric gauge network.

These agreements are part of the 2030 Safe, Sustainable and Connected Mobility Strategy promoted by the Ministry of Transport, Mobility and Urban Agenda and the Mercancas 30 initiative, which aims to promote rail freight transport as the backbone of chains multimodal logistics, from the dual perspective of economic recovery and the achievement of transport decarbonisation and sustainability objectives.

Likewise, they respond to the objectives of Adif’s own Strategic Plan 2030 which, in the field of goods, addresses the priority needs and suggestions in the railway to promote this mode of transport in the most representative sectors.
