Adif has launched a questionnaire addressed to the railway companies interested in entering the Spanish network and in competition with Renfe, Iryo and Ouigo, which means the beginning of the second phase of the liberalization of the railway market.

With this questionnaire, which is available until September 15 and will be processed confidentially, the public company intends to gather the opinion of potential candidates, as well as begin to design a new phase of opening the market to competition, as announced it’s a statement.

Specifically, the consultation will revolve around issues such as routes, frequencies, stops, estimated occupancy of services and turnover time in terminals, due to the specific use of the Atocha-Chamartín tunnel in standard gauge or by Madrid by-passes to transversal services.

Likewise, it will invite the sharing of information on the characteristics of the rolling stock, number of seats, their use in single or double composition and the maximum speed of the trains.

The survey also includes issues such as the possibility of expanding destinations; cooperation between companies and the use of the code-share system (as in the airline sector); maintenance operations, including the possibility of establishing our own workshops; or the needs of a commercial nature in the stations, even sharing services with other operators or providing them.

The first phase of liberalization opened the market to three operators, which compete with four brands (including Renfe’s Avlo) in the three main high-speed corridors, axes that already exceed pre-pandemic traffic levels and have increased the share modal compared to other modes of transport, with more competitive rates than before.

The first winning companies of the current grooves were chosen in November 2019. Among those left out was an alliance between Talgo, Globalia and the Trilantic fund, the Andalusian firm Eco Rail or another union between Globalvía ​​and Moventia.

“The second phase will boost competition, giving the opportunity to incorporate more actors into the rail system with a new capacity offer that will maintain similarities with the previous process, although it will include differentiating facts, since the starting situation is different: the Spanish market it is no longer monopolistic, with three companies in operation; to which is added the high interest in exploiting other lines, both from the companies that already operate and from possible new entrants”, Adif has defended.
